An employee in this class performs skilled equipment operations work and routine manual labor. Employee performs duties of cleaning and maintaining beach areas as assigned. Employee will be required to operate equipment such as a can machine with regularity, and do physical labor as needed in repairing structures, facilities, streets, and grounds. Employee responsible for safely and efficiently operating tractors, beach rake, backhoes, knuckle boom truck and other equipment and machines that may be required to gather and remove debris within the Town of Carolina Beach. Employee is responsible for the safe operation of the specific equipment and disposing of the material at the designated location which may be in New Hanover County or at other designated disposal location which may be outside of New Hanover County. Position is classified by the type and complexity of work assignments, the knowledge of or license to operate certain equipment, and degree of supervision required. This classification is non-supervisory, and work is performed under the direction of a supervisor. Work is evaluated by a field operations supervisor and evaluated by visual inspection of work, compliance with safety procedures, and overall quantity and quality of work.
  • This job has a specific work schedule, and may work various hours and days during the period of time between April 1st and October 1st each year. A work schedule will be provided to the employee in advance.
  • Employee shares responsibility of being on the On Call rotation list.
  • Operates tractors with various attachments, can machines, knuckle boom truck, backhoes, street preparation or repair equipment, gasoline powered tamp, street sweeper, air compressor, pickup trucks, trailers, front-end loaders, dump trucks, and/or other motorized equipment that the employee is trained to properly operate, which may include vactor truck and camera equipment.
  • Removes debris from beach strand and streets: disposal of debris at designated locations.
  • Performs masonry and asphalt work in connection with tasks; makes utility cuts; flags traffic
  • Clears rights-of-way of limbs and debris
  • Performs general cleanup of facilities and grounds as assigned.
  • Cleans and maintains assigned vehicles and equipment. Maybe required to clean and maintain truck reels, nozzles, hoses, blades, and related parts.
  • Informs supervisor of equipment condition, provide prompt notification of needed or required repairs.
  • Completes daily operators inspection and maintenance of assigned vehicle and equipment.
  • Operates and maintains various types and sizes of assigned vehicles and equipment.
  • Performs all required operators maintenance, inspections, and related work per manufacturers specifications for each item assigned.
  • May be responsible for overseeing the work of other employees if assigned by supervisor.
  • Performs other equipment operation and general labor duties as assigned.
  • May be required to work on-call.
  • Performs other related duties as may be assigned.
  • Thorough knowledge of the principles and practices of operating various types of vehicles and equipment.
  • Working knowledge of heavy construction and other related equipment
  • Thorough knowledge of the traffic laws and traffic control
  • Thorough knowledge of the occupational hazards involved and the safety precautions necessary for the proper operation of varied construction and maintenance equipment.
  • Knowledge of occupational health and safety practices required in performing various debris removal and handling of debris.
  • Ability to communicate effectively, both verbally and in writing, with other employees and citizens.
  • Ability to explain work to be performed and end results to be expected.
  • Ability to understand and comply with supervisory instructions.
  • Ability to identify and report maintenance needs of various vehicles, equipment and implements.
  • Ability to conduct operator maintenance on assigned vehicle, equipment and implements, and make minor repairs and adjustments to equipment.
  • Ability to establish and maintain working relationships with coworkers and supervisors.
  • Ability to respond back to work for emergencies or in support of other personnel as required
Physical Requirements
Work in this class is defined as heavy work requiring physical exertion of in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of frequently, and/or up to 20 pounds of force constantly to move objects. Employee must be able to perform physical activities such as climbing, balancing, stooping, kneeling, crouching, reaching, walking, standing, pushing, pulling, lifting, grasping, feeling talking, and hearing. Employee must have the visual acuity to visually inspect small defects or parts, operation or inspection of machines and equipment, use measurement devices, and to determine the neatness and accuracy of work assigned. Employee must have the stamina to work for extended periods some of which may be in emergency situations and/or in extreme weather conditions.

Working Conditions
Work is performed primarily in outside environmental conditions including extreme heat and cold with snow and ice. Employee may be exposed to potential human waste, wet or discarded clothing, feminine products, smoking product debris, trash cans, trash barrels, trash bags, and other potentially hazardous materials required to collect, handle and dispose of trash or other related debris. Employee is subject to noise which may cause the employee to shout in order to be heard above the ambient noise level. Employee maybe required to wear earing protection while operating certain equipment. Employee is subject to vibration, such as exposure to oscillating movements of the extremities or whole body and is also subject to workplace hazards including proximity to moving mechanical parts or exposure to chemicals, oils, fuels, and potential for blood borne pathogens in raw untreated sewage. Employee is subject to atmospheric conditions due to exposure to fumes, odors, dusts, may work in close quarters, crawl spaces, shafts, manholes, small areas of sewage and water lines, and other areas which could cause claustrophobia. This position has exposure to bloodborne pathogens and immunization against Hepatitis A and B is indicated for this position. This position has been deemed Safety Sensitive. Due to the nature of this position and overall safety of the employee and the public, and due to the fact that the employee will be operating equipment and vehicles close to other workers, vehicles, private property and the general public, the employee may not wear devices to listen to music, talk or text on the phone or other handheld or hands-free media type devices while operating vehicle or equipment. Completion of high school or GED equivalency
Experience
Two (2) to four (4) years of experience in the operation of equipment used in municipal related work
Special Requirement
  • Valid North Carolina drivers license, commercial drivers license, preferred.
  • Certified in First Aid, AED & CPR (required to obtain within six months of employment and must maintain certification)
  • Employee required to successfully complete the NIMS course work applicable to the position within one year.
  • Immunization against blood borne pathogens is indicated for this position.
