General Description
The purpose of this job within the organization is to have a technical understanding of engineering/architectural drawings and specifications as it relates to infrastructure development within the City of Charleston, provide CA/CI services on all in-house and contracted projects for the city, address complaints from residents and determine potential solutions for these complaints. This position will act as Field Representative on large- and small-scale construction projects including submittal review, RFI requests, in place quantity monitoring, change order review, etc.
This job works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
Duties and Responsibilities

Essential Functions:

Contributes towards the department's mission by continuously striving to meet expectations, strategic goals and objectives. Ensures the engineering portion of plans submitted for building permits are constructed as approved.
Reviews, evaluates and responds to complaints and/or inquiries about the City's infrastructure.
Construction Administration and Construction Inspection on various infrastructure projects.
Assists with field surveys for projects and/or Right-of-Way questions.
Assists City Engineer with evaluating the City's infrastructure.
Gathers information through site visits, field surveys, using camera to inspect storm sewers, researching deeds/maps, etc., uses the information to analyze the problem, then determines the best solution, and compiles the information in a set of plans.
Reviews the plans for development within the City to determine the impact of the development. Uses computer software programs; Microsoft, GIS Mapping, Q-Alert, etc.
Uses surveying equipment, robotic storm sewer camera and tools to remove manhole lids on a regular basis.
Performs related work as assigned.

Minimum Education and Experience Requirements:
Requires two years of engineering and/or construction experience or closely related experience.
Special Certifications and Licenses:
Valid WV Driver's License
