PAY AND BENEFITS

Annual Pay Range: $113,297.70 - $152,951.43

Hourly Pay Range: $54.470049 - $73.534341

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

DETAILS AND QUALIFICATIONS

North Clackamas Parks & Recreation District (NCPRD) seeks a strategic and experienced maintenance professional to serve as the Parks and Facilities Maintenance Division Director. Under the direction of the NCPRD Director, this position is responsible for leading, planning, and managing all functions and operations of the Parks and Facilities Maintenance Division. Responsibilities include overseeing facility, parks, and natural area maintenance, capital improvements, strategic energy management, and contract administration.

This role serves as a key member of the NCPRD Executive Team. It plays a critical part in shaping the future of public spaces and recreational facilities that benefit more than 106,000 residents across a 27-square-mile area of north Clackamas County.

The Parks and Facilities Maintenance Division Director leads the strategic planning, coordination, and management of all maintenance and facility operations across NCPRD parks, buildings, and natural areas. This includes directing the maintenance and functioning of building systems such as electrical, plumbing, mechanical, and HVAC, and overseeing janitorial services, landscaping, fire/life safety systems, and utility management. The Director manages capital repair and improvement construction projects, ensuring they align with district goals, meet quality standards, are prioritized appropriately, and comply with local, state, and federal regulations. The role includes supervision of division managers and supervisors, performance evaluation, staff development, and promoting a safe and inclusive work environment. The Director develops and administers the division's annual budget, monitors revenues and expenditures, and ensures the efficient use of resources. They also negotiate and manage leases, vendor contracts, and service agreements; lead preventative maintenance, determine the priority of capital repair and replacement projects and safety initiatives; and collaborate with internal departments and external partners to support long-range planning and operational excellence.

The ideal candidate will be an effective leader with extensive experience in facility and park maintenance, asset management, capital project management, and team development. This individual will have a deep understanding of public sector operations, strong fiscal and operational management skills, and a collaborative approach to leadership. A commitment to public service, equity, and environmental stewardship is essential.

Required Minimum Qualifications/ Transferrable Skills:*

A minimum of seven (7) years of progressively responsible experience in facilities management, park maintenance, or a related field that would provide the required knowledge and skills to perform the responsibilities of this position.

A minimum of two (2) years of this experience must have been in a leadership or program management role with supervisory responsibilities

Experience managing teams, supervising professional and/or technical staff, and overseeing multiple operations or functional areas

Experience working with diverse communities and a commitment to equity and inclusion.

Experience with contract negotiation, vendor oversight, and construction project management

Demonstrated experience in budget development and administration

Knowledge of applicable building codes, safety regulations, and environmental standards

Strong communication, organizational, and interpersonal skills

Ability to work evenings, weekends, and holidays as needed

Preferred Special Qualifications/ Transferrable Skills:*

Professional certification in facilities management (e.g., IFMA, BOMA) or project management (e.g., PMP)

Experience working in a public agency or service-oriented organization

Experience managing parks, natural areas, or facilities related to parks or natural areas

Familiarity with asset management systems for public facilities and park infrastructure

Knowledge of environmental sustainability practices related to park development, open space preservation, and green infrastructure

Knowledge of sustainability and strategic energy management practices

TYPICAL TASKS

Duties may include but are not limited to the following:

Oversees facility operations through subordinate managers and supervisors, including infrastructure support, and the maintenance, security, functioning of all building systems, fire/life safety, plumbing and waste management, mechanical, electrical, landscape, janitorial services, utilities, strategic energy management, construction and operations of County facilities; prioritizes and directs the design, planning, construction and maintenance of NCPRD facilities and properties with contractors and architects; oversees contractors involved in facility projects and delivery of services; ensures building operations comply with all local zoning laws and regulars; evaluates and recommends alternative programs and processes that will improve cost, quality, reliability, and customer service within the NCPRD buildings.

Oversees the development of administrative procedures and standardized documents for improving NCPRD's maintenance, construction, janitorial, electrical, building systems, strategic energy management, landscaping, contractor, architects, and design professionals; oversees training programs for Facility Management personnel per OSHA safety regulations; assists and advices NCPRD departments and local agencies in safety drills, safety inspections and analyzes and recommends solutions that comply with Federal, State, and local agencies.

Hires and directs supervisory, professional, and technical staff to provide quality service to citizens and NCPRD staff; prepares performance evaluations; recommends and implements disciplinary actions; conducts and/or facilitates staff training and development; promotes cooperative team efforts among staff and other NCPRD divisions. Creates safety reports, reviews accidents and incidents, identifies trends, and implements changes to reduce occurrences. Reviews and approves time off requests.

Oversees the development of preventative and quality assurance programs for all mechanical, architectural, civil, and safety functions, including heat, air conditioning, electrical, and emergency back-up systems.

Oversees the management of park and facility replace and repair projects, internal move projects, building closures, space reduction plans; oversees leases and facility contracts; negotiates lease renewals; reviews construction plans with architects, state and county building inspectors, boards of directors and owner; approves consultants and sub-contractors to assure highest quality of service and direct supervisor of work performance on projects. Prepares, implements, and manages contracts with vendors and contractors.

Assists Planning Division in developing long-range facilities strategic plans based on NCPRD growth and future Facilities Management Division needs; prepares, forecasts, and administers annual and supplemental budgets for the Facilities Management Division; presents budget proposals to the Department Director for approval; monitors budget, revenues, and expenditures for accuracy and compliance with budget. Reviews and approves p card transactions.

Works with the Finance Supervisor to analyze, review, and recommend action on long- and short-term desired NCPRD facilities, equipment, and operational goals; and leases; procures goods and services; monitors and approves contracts.

Oversees the management of all special building construction, internal move projects, building closures, space reduction plans; oversees leases and facility contracts; negotiates new properties or lease renewals; reviews construction plans with architects, state and county building inspectors, Board of Directors and owner, approves consultants and sub-contractors to assure highest quality of service and direct supervision of work performance on projects.

Serves as a key member of the District Executive Management Team. Works within a team environment to make strategic decisions regarding agreements, strategic planning, and public outreach.

Oversees District maintenance operations and staff oversight of all Parks, Facilities, and Natural Areas divisions. Provides Division reports to Director and Boards.

WORKING CONDITIONS

May require working evenings, weekends, and holidays.

WORK SCHEDULE

This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.
