Oversee the Haselden Preconstruction Process by working with clients, architects/engineers, subcontractors/suppliers, project team & reports to plan cost factors for building projects; analyzes plans, specifications, proposals, and other documentation to prepare time, cost, and labor estimates for projects by performing the following duties.
Job Responsibilities: Project Acquisition:- Supports Business Development in project acquisition including pre-planning, budgeting, and interviewing for requests for proposals.
- Attend pre-proposal meetings and perform site visits as required to assist in the preparation of requests for proposals.
- Develops conceptual cost models to assist Owners with preliminary planning.
- Develops general conditions and fee estimates for requests for proposals as well as follows the required formats.
- Develop write-ups for RFP responses to explain our approach and processes and help sell Haselden as the contractor of choice.
- Identifies, understands, and communicates potential business risk factors (general and special conditions, contracts, insurance, etc.) associated with Preconstruction Services.
- Reviews owner contracts as needed and understands owner contract requirements, addresses areas of concern.
- Provides input on RFP strategies to help minimize risk and maximize financial return.
- Assume the lead role in the preconstruction effort on multiple projects simultaneously from conceptual budgeting through project buy-out.
- Utilizes proficiency in basic estimating techniques for all CSI divisions to assemble estimates and train estimators assigned to assist them in the preparation of estimates and bids.
- Consults with clients, architects, subcontractors, and material suppliers to discuss and formulate estimates, effect cost reductions, and resolve issues.
- Schedules and conducts preconstruction meetings with Owners & Designers.
- Provide recommendations to the Owner and Architect on the phasing/bid packaging of the preconstruction/ design process to meet the needs of the desired schedule.
- Effectively negotiate to promote the best possible outcomes for both Haselden and its clients.
- Present all budgets, estimates, trend logs, clarifications & assumptions, and associated deliverables to clients as Haselden’s lead individual.
- Manages the design of design-build projects with the aid of the senior project manager.
- Understands the appropriate costs for varying project types and sizes including the “art” of estimating.
- Leads the estimating team in preparation of quantity take-offs and estimated costs of materials, labor, and use of equipment required to fulfill all provisions of the contract.
- Works with estimating teams to ensure complete coverage of scopes per the project responsibility matrix.
- Assures us that all estimating and bidding activities comply with the requirements of the Owner Contract.
- Creates and updates all general conditions and general requirements estimates for each project.
- Works with the project team to study specifications to plan procedures for construction on basis of starting and completion times and staffing requirements for each phase of construction.
- Drives the Pursue, Plan, & Execute Process with Operations to have a thorough understanding of project sequencing and logistics and assign proper cost to the project budgets.
- Analyzes and thoroughly understands preconstruction impacts on construction schedules including lead times, cost escalation, and tariffs.
- Assists in the creation and approval of all final estimates to be given to the operations and accounting team for creation of the project budgets.
- Interfaces directly with Operations to ensure a coordinated effort during project budgeting/bidding and buy-out.
- Work with our Virtual Design & Construction (VDC) department to continue the integration of building information modeling technology into preconstruction.
- Organizes the effort to maximize subcontractor and supplier bidding participation, reviews subcontractor and supplier bids for conformity to contract requirements and determines acceptable bids.
- Fairly and effectively negotiates with Subcontractors to ensure completeness of scope and that all values align with the project budget.
- Manages the creation of the specific and general instructions to bidders and required bid forms drafted by the project preconstruction team.
- Administers buy-out process by preparing subcontractor and supplier scopes of work and pricing so that Operations Department may contract for subcontracts and materials to be delivered at specified times to conform to work schedules.
- Works with prequalification manager to help ensure that awarded subcontractors have the proper experience and financial capabilities to perform on the project.
- Makes recommendations for and assists with the implementation of Haselden’s processes and procedures.
- Assists the Chief Estimator in maintaining the Estimating Department cost database to ensure costs are up to date by completing project Cost Summaries at the end of each project buy-out.
- Research current market trends to help adjust future project costs for escalation and helps communicate that information to Owners.
- Provide coaching and mentoring to the senior and project estimators for their career development.
- Assists VP of Preconstruction, Director of Preconstruction and Chief Estimator in coordinating office manpower based on staff availability.
- Participate in and help execute the department business plan.
- Other duties may be assigned.
- Maintains and fosters relationships with Owners, Architects, and Subcontractors.
- Participates in industry groups to represent Haselden (i.e. AGC, ASPE, etc).
- Represents Haselden at all meetings and work sessions with Clients, Owners, Subcontractors, and industry events.

Directly supervises preconstruction/estimating team and reviews their work including take-offs and pricing. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; addressing complaints and resolving problems.
Job Requirements:- S. degree in Civil or Architectural Engineering, Construction or 10 or more years related experience, or equivalent combination of education and experience.
- Minimum 8 years’ experience estimating.
- Previous General Contractor experience required.
- Ability to read, analyze, and interpret technical procedures or governmental regulations.
- Ability to write reports and business correspondence.
- Ability to effectively present technical information and respond to questions from managers, clients, and vendors.
- Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
- Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
- The ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
- Ability to read and analyze construction documents for commercial construction projects. Intermediate-level computer skills including knowledge of spreadsheet programs and package estimating systems.
- Ability to complete CM/GC, CMaR, and Design Build projects and large, complex competitive bid projects up.
- Independent sales strengths for presentations and projects pursuits.
- History of successfully managing training and mentoring teams of direct reports.
- History of successfully working internally with the operational team and externally with Owners, Architects/Engineers, and subcontractors.
Salary: The salary range for this position is $130,000- $165,000 per year. Salary to be determined by education, experience, knowledge, skills, abilities.
