Maintenance Department - Facilities Management

Unclassified - Salary: "Commensurate with experience"

Permanent / Full time Position.

MAJOR FUNCTION :

The Grounds Mechanic Foreman - Unclassified coordinates and manages all aspects of grounds and athletic field maintenance throughout the Upper Darby School District (UDSD). This is a supervisory position that requires the ability to implement solutions utilizing UDSD personnel or contracted resources. Develops, implements, and tracks budget and procurement processes. Provides professional consultation or assumes lead role in grounds/lawn care projects. Works closely with other Operations Division personnel, UDSD staff and school administrators to ensure seamless communication and execution.

ESSENTIAL FUNCTIONS : Employee must have the ability to perform the following essential functions on a timely basis with or without reasonable accommodations :

  • Develop, direct, schedule, and implement daily management of all grounds/lawn care; landscape maintenance and construction; irrigation; disease identification and treatment in turf/plants/trees; storm water management; pest control; equipment maintenance; snow removal; playground equipment safety; and inclement weather clean-up that are associated with all UDSD property.
  • Evaluate the advisability of contractor supplied services versus UDSD personnel, develop plans and specifications for projects, obtain required approvals for the projects, and ensure contracted work is completed in accordance with the project documents.
  • Detailed knowledge of preventative maintenance for all areas of grounds and related site facilities including tree, shrub, lawn, etc.
  • Develop and implement programs for the management of athletic fields and tracks (Both Natural and Artificial turf fields and tracks)
  • Oversee and maintain playground equipment and site amenities.
  • Manage, train, and oversee all grounds / athletic field operations including support vendors.
  • Maintain financial records of all funds and labor expended for grounds related expenditures.
  • Complete necessary paperwork, including time sheets, DOT forms, web-based work orders, playground equipment inspections, etc.
  • Maintain proper inventory of materials, equipment, and other supplies.
  • Provide management support to Assistant Director and Director of Operations
  • Act as a safety coordinator and trainer for employees under management umbrella. Responsible for daily management of grounds section building, shop, and office areas.
  • Ensure compliance with all applicable rules, laws, and policies including, but not limited to, safety; hazardous materials; pesticide / herbicide notifications and administration; and storm water management and controls.
  • Administer all applicable UDSD policies, administrative regulations, guidelines, and procedures.
  • Procurement of materials using approved vendors and established procurement protocols.
  • Implement the use of an environmentally sound pest management program that includes Integrated Pest Management (IPM). Act as designated IPM Coordinator for the School District. Document and maintain all IPM records.
  • Ability to operate and train on agricultural equipment, dump trucks, pickup truck, etc. and all grounds related equipment.
  • Ensure performance of all work in a safe manner.
  • Develop, implement, and manage snow / ice management plans

ADDITIONAL FUNCTIONS : In addition to the foregoing essential job functions, the employee is required to perform the following additional duties, unless such a duty cannot be performed with or without reasonable accommodation.

QUALIFICATIONS: To successfully perform this position, a person must be able to perform each primary duty satisfactorily. The qualification requirements listed below represent minimum levels of educational achievement, training, skills, and/or ability necessary.

  • Bachelor’s Degree in a related field of Landscape / Agriculture / Horticulture / Turf Management (Extensive relevant experience may supersede this requirement) perferred.
  • Minimum of five years progressive responsibilities leading and supervising a crew of full-time groundskeeping staff and experience in the Grounds / Lawn Care Management industry as a Supervisor.
  • Good written and oral communication skills.
  • Computer skills specifically in; Word, Excel, Outlook, Power Point or compatible programs.
  • Ability to interact and work collaboratively with members of the community, Township officials, parents, athletic directors, and other stakeholders
  • Must have valid driver’s license to operate a motor vehicle in the state of PA and possess an acceptable driving record.
  • Have the ability to operate grounds/lawn care/snow removal related equipment including but not limited to tractors, forklift, mowers, tow trailers, power tools.
  • Certified in or has ability to obtain certificates in first aid/CPR and forklift certification operations within one year of employment.
  • Ability to work unscheduled hours typically associated with managing grounds/snow removal or other unforeseen weather-related emergences.
  • Certified in or has the ability to obtain certifications as a Playground Safety Inspector, Certified Turfgrass Professional, Certified Professional Grounds Manager, Certified Grounds Manager or other associated certifications.

PHYSICAL REQUIREMENTS : The physical demands described here are representative of those that must be met to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

  • Work is generally performed in both an office environment and an outdoor environment, with frequent interruptions and irregularities in the work schedule. When working outdoors, may encounter varying terrain (some potentially hazardous) in all types of extreme weather conditions and involves potential exposure to pesticides and various chemicals, blood borne pathogens, and diseased animals.
  • Responsibilities can require very early and late hours, including possible weekends due to management of unpredictable weather-related events and emergency circumstances.
  • Travel between school district properties using district-owned vehicles.
  • Frequent walking, standing, climbing, lifting, stooping, or carrying of equipment and materials may be required.
  • May be required to lift and carry up to 50 pounds.
