NATURE OF WORK
Under limited supervision, the Assistant Superintendent / Chief Academic Officer Instructional Services will assist the Superintendent substantially and effectively in the task of providing leadership in developing, achieving, and maintaining the best possible educational programs and services.
MINIMUM EDUCATION, TRAINING AND EXPERIENCE
Master's degree in education administration, curriculum and instruction, or a related degree. Six (6) to ten (10) years of progressively responsible experience in public school administration and a record of exemplary performance in the areas of curriculum and instruction.
PERFORMANCE RESPONSIBILITIES
Provides leadership and vision for all instructional and support programs (academic and non-academic).
Assists the Superintendent in implementing district initiatives.
Supervises executive directors and directors of pre-K-12 programs.
Responsible for assigned federal, state, and local program funded areas, such as Title I, Title III, McKinney-Vento, Disadvantaged Student Supplemental Funding, and Homeless grants.
Responsible for effective implementation of instruction and curriculum support programming.
Interfaces with community agencies to enhance services to Chatham County students and families.
Provides technical assistance and support to principals, staff, and community.
Keeps abreast of developments in instructional services, and furnishes leadership in determining their appropriateness in the district educational programs.
Guides development, implementation, and evaluation of instructional services.
Supervises districtwide accountability and assessment program(s).
Assists in the development and coordination of the sections of the budget that pertain to instructional services and academic support.
Reports on the status of district programs and services at the request of the Superintendent.
Serves upon assignment by the Superintendent as a resource person to all division directors in the district.
Communicates to the Superintendent the requirements and needs of the district as perceived by staff members.
Interprets the programs, philosophies and policies of the district to staff, students, and the community at large.
Guides development, implementation, and evaluation of pre-service and in-service training programs for professional personnel.
Plays a significant leadership role in fostering professional growth and building of staff morale throughout the district.
Confers with appropriate division executive directors on matters of concern.
Reviews the performance of executive directors, coordinators, and supervisors.
Prepares state reports and claims as required.
Prepares drafts of needed Board policies and administrative rules for the superintendent's review and action.
Attends Board meetings as requested and prepares such reports for the Board as the Superintendent may request.
Coordinates the cultural arts program.
Coordinates state and regional accreditation.
Coordinates the federal Eisenhower program.
Maintains liaison with social, professional, civic, volunteer, and other community agencies and groups having interest in the schools.
Performs other duties as assigned.
MINIMUM STANDARDS REQUIRED TO PERFORM RESPONSIBILITIES
Physical Requirements: Must be physically able to operate a variety of machinery and equipment including computers, typewriters, copiers, facsimile machines, etc. Must be able to exert a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural or composite characteristics (whether similar or divergent from obvious standards) of data, people or things.
Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes giving instructions, assignments or directions to subordinates or assistants.
Language Ability: Requires the ability to read a variety of correspondence, reports, ordinances, forms, charts, etc. Requires the ability to prepare correspondence, reports, budgets, personnel records, requests for proposals, forms, studies, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak before groups of people with poise, voice control and confidence.
Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables.
Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including insurance, personnel and governmental terminology.
Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages.
Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.
Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using office equipment.
Manual Dexterity: Requires the ability to handle a variety of items such as office equipment. Must have minimal levels of eye/hand/foot coordination.
Color Discrimination: Does not require the ability to differentiate between colors and shades of color.
Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress.
Physical Communication: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear.) Must be able to communicate via telephone.
KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of the principles, procedures and practices of public personnel administration
Thorough knowledge of federal, state, and local laws, rules and regulations governing personnel administration
Thorough knowledge of policies, procedures, methods, and practices of filing insurance and worker's compensation claims
Thorough knowledge of the school system's organization and operational policies and procedures
Thorough knowledge of ethical guidelines applicable to the position as outlined by professional standards and/or federal, state and local laws, rules and regulations
Thorough knowledge of personnel and management principles, practices and techniques as they relate to the administration of manpower resources and planning, position management, staff development and training, policy development and administration, employee relations, and related personnel and management functions and services
Considerable knowledge of the principles of supervision, organization and administration
Thorough knowledge of administrative, managerial and supervisory practices and techniques involved in directing personnel management programs and services
Ability to use common office machines, include popular computer-driven word processing, spreadsheet and file maintenance programs
Ability to provide leadership and to supervise the planning, development and establishment of new, modified and/or improved personnel programs, services and activities
Ability to organize and supervise effective personnel management programs and services and to promote personnel management practices as a part of the total management process
Ability to effectively express ideas orally and in writing
Ability to make oral presentations before large groups of people
Ability to establish and maintain effective working relationships as necessitated by work assignment
Performs other related work as required

Full-time - 12 months
