Duties and Responsibilities:

(* Essential Functions)

  1. *Under the general supervision of the Kipuka, Native Hawaiian Center at Puuloa Coordinator, responsible for administering the federally funded Native Hawaiian Career & Technical Education Program (NHCTEP). Leads the design, implementation, management, and evaluation of the grant goals to ensure the following targeted outcomes:

a) Community Outreach, Participant Recruitment & Personalized Supports

b) Industry Linkages Professional Development for Faculty & Support Staff, and

c) Career Skill Building & Academic Success for Participants.

  1. *Create and develop a strategic plan to:

a) implement the grant goals, objectives and resources,

b) engage with community networks and partners,

c) outline and integrate Hawaiian cultural-based education as a foundation for the program,

d) create a vibrant hub for program participants.

e) Develop and direct grant goals and activities in ways that work in concert with and increase student utilization of the services of the College's Kipuka, Native Hawaiian Center at Puuloa.

  1. *Create, develop and implement cultural enrichment activities that should include traditional and contemporary forms of Hawaiian knowledge (e.g., arts, sciences, language, music, dance, martial arts, literature, natural resource stewardship, architecture, and teaching/learning) through activities that include, but are not limited to guest speakers, workshops, presentations, performances, ?eld trips, and malama aina (natural resource stewardship).

  2. *Provide enrollment, persistence, and professional skill-building strategies appropriate for Native Hawaiian students, including, but not limited to recruitment, outreach, intake and support protocols, orientation, internship/practicum, graduation, and developing transition plans for grant participants.

  3. *Regularly solicit input from the Dean, division chairs, instructors and program counselors to develop strategies, activities and services, materials and workshop/course/training curricula that increase participants' success and meet the grants' goals.

  4. *Continuously builds an understanding of academic programs and work readiness topics related to grant's target majors: Leeward's Career & Technical Education and STEM (Science, Technology, Engineering, and Math) Programs.

  5. *Independently secures practical experience and internship venues for program participants in industries related to their career interests and programs of study.

  6. *Defines criteria and collects data relevant to achievement of grant goals and objectives; implements and supervises records management system for data record keeping.

  7. *Reporting requirements will include, but are not limited to collecting student data, gathering other data for research purposes, identifying areas for continuous improvement as noted by the grant indicators and meeting other reporting requirements to include statistical, narrative and fiscal reports.

  8. *Participate in Departmental and College initiatives and committees that work to improve CTE and STEM opportunities for Native Hawaiian students and maintain working relationships with campus faculty and staff, ALU LIKE INC., Native Hawaiian schools, organizations and community employers.

  9. *Identify professional development training needs for Industry Linkages activities with LCC STEM & in-demand CTE faculty and support personnel (Coordinator) and recruit LCC faculty and support staff to participate in industry linkages to professional development activities.

  10. *Conduct culturally responsive recruitment activities to native-serving schools and organizations that support low-income, houseless/housing-insecure, current and/or former foster youth, unemployed/under-employed, first-generation, and Native Hawaiians with disabilities.

  11. *Work with Leeward CC Math/Science, CTE, Hawaiian Studies faculty, Kipuka staff, and key program personnel to design a highly effective program in a culture-based curriculum and student-centered instructional strategies that will engage students in STEM degrees and career pathways.

  12. *Design, hire, supervise, and conduct training for peer mentors.

  13. Assignments will include days, evenings, or weekends, on- and off-campus.

  14. Other duties as assigned.

Minimum Qualifications

  1. Possession of a baccalaureate degree in Hawaiian Studies, Business Administration, Public Administration, Human Resources, Education, Social Sciences, CTE, STEM field and three (3) years of progressively responsible professional experience with responsibilities for program implementation or management; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

  2. Considerable working knowledge of principles, practices and techniques in higher education student recruitment, retention, career counseling or workforce development as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.

  3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with grant programs and fiscal management in education.

  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.

  5. Demonstrated ability to interpret data and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other written or visual dissemination methods.

  6. Demonstrated ability to establish, lead, and maintain effective working relationships with internal and external organizations, groups, stakeholders, team leaders and members, and individuals.

  7. Demonstrated ability to operate a personal computer and apply word processing software.

  8. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

  9. Experience in working with diverse student populations that include at-risk socio-economically disadvantaged, underrepresented, and/or non-traditional students.

  10. Experience working with the Native Hawaiian culture, practices, language, protocols, and or community.

Desirable Qualifications

  1. Master's degree in Hawaiian Studies, Business Administration, Public Administration, Human Resources, Education, Social Sciences, CTE or STEM field.

  2. Working familiarity with Native Hawaiian communities, agencies, and organizations.

  3. Demonstrated knowledge of Leeward CC?s academic, CTE, STEM, and student support services programs.

  4. Demonstrated ability to develop and maintain effective working relationships with campus faculty and staff, Native Hawaiian organizations and community partners.
