We have been recognized as being an industry leader for our implementation of GIS. Dover holds a Small Government Enterprise License Agreement with Esri which makes available a wide range of licenses, extensions, applications and training to our GIS staff. GIS layers are currently being utilized for such things as utilities, tax parcels, daily refuse routes, above ground storage tanks, vacant buildings, knox box tracking and much more. The future holds endless possibilities.

Under the supervision of the Engineering Services & System Operations Superintendent, with input from Field Engineers, Linecrew Crew Leaders, System Operators or other higher classified drafters, regularly performs CAD and GIS drafting functions in support of Dover's electric distribution, substation, telecommunication and transmission operations and/or fiber network. Prepares and revises a variety of maps, diagrams, design and construction drawings and other records of Dover's facilities and system through CAD/GIS media. Maintains the quality and integrity of the data stored in Dover's electronic records management systems. Perform other related or less skilled activities as required.

Job Responsibilities

  • Creates, revises, and maintains GIS and AutoCAD database software files of the City's circuits, maps, and electric equipment for GIS purposes.
  • Creates, revises, and maintains equipment tagging for such items as transformers, switch gears, pedestals, capacitors, transmission and distribution switches, manholes, hand holes, pull boxes, vaults, and meter cabinets.
  • Creates, revises, and maintains construction drawings of old and new commercial and residential site plans' electric design.
  • Creates, revises, and maintains substation drawing files.
  • Continues self-paced study of GIS application software required for Utility Network migration.
  • Maintains inventory of general equipment and supplies for daily operations, such as paper and ink.
  • Gathers and maintains information/data to prepare reports of completed and pending jobs for summary and research purposes.

Required Qualifications

  • Associate's degree in Graphic Information System or related field or the equivalent combination of education, training and/or experience satisfactory to the Company.
  • Valid driver's license.

A criminal background investigation and driver's license review will be required.
