Under general supervision of the Highway Superintendent and General Foreman, provide direction to work crews involved in the maintenance of Town highways and other public works projects; perform skilled manual labor in public works maintenance and construction of drainage facilities, fences, retaining walls, sidewalks and streets; perform all other related duties following established methods and procedures.
ESSENTIAL FUNCTIONS
Supervise, direct, instruct, train, assist and inspect crews engaged in street repair and drainage facilities and all other highway division construction. Set daily work schedules for assigned staff.
Organize and participate in work projects for construction and maintenance of streets, sidewalks, manholes, catch basins, drainage systems, cement and stone head walls, stone walls; laying pipe; hot topping streets and sidewalks, cutting brush, erecting fences; repairing damaged curbing, fences and street signs; and assist in the supervision of snow and ice control crews and hired snow and ice control contractors.
Operate specialized heavy equipment such as front-end loader, backhoe or catch basin cleaner truck when required; operate snow plowing and sanding equipment during snow and ice control when required.
Responsible for the safety of crew members on roadway projects.
OTHER DUTIES
Maintain established quality and quantity standards. Follow prescribed safety precautions, established department and Town policies, procedures, rules and regulations. Detect and report improper operations, faulty equipment, defective materials and unusual conditions to supervisor. Maintain work areas and equipment in a clean, orderly, operational and safe condition.
Maintain records of work performed.
Perform related duties as required.

Skills, Knowledge and Abilities
Considerable knowledge of the materials, methods and techniques related to construction and maintenance.
Ability to direct others in the performance of their duties.
Ability to follow detailed written instructions and complete documentation reports.
Interpersonal skills to effectively interact with other Town employees and the public.
Ability to interface with the public in a courteous and tactful manner.
Education and Experience
Duties require High School diploma; five years progressively responsible experience as a heavy equipment operator in the repair and construction of drainage facilities, roadway repairs and knowledge of public works construction; or any equivalent combination of education and experience. CDL license and hoisting license 2B required.

SUPERVISORY RESPONSIBILITY
Supervise up to 10 highway division employees and/or private contractors, as required.
PHYSICAL ELEMENTS
Frequent and extended periods of outside work, subject to all weather conditions and extremes.
Duties require continuous walking and standing, and frequent periods of driving.
Regular and sustained periods of strenuous physical exertion, requiring ability to lift, carry and position heavy objects utilizing proper body mechanics and techniques.
Operate equipment which causes loud noise levels and high vibrations.
Exercise caution when operating heavy equipment.
Position requires extensive overtime.
