The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City's step placement policy.

DEPARTMENTAL INFORMATION

The Oklahoma City Public Works Department's Field Services Division has 49 employees that provide inspection, testing and survey services to City Staff, the public and the development communities so they can design, construct, and maintain reliable and safe infrastructure in a timely manner. The Public Works Department is one of the largest City departments with approximately 400 employees, seven divisions, and an annual budget exceeding $59 million, not including general obligation bond funds. The Public Works Department has committed, talented staff, engaged leadership, and is seeking a forward-thinking, effective leader to be its next Assistant Construction Services Superintendent. The ideal Assistant Superintendent is a results-driven manager with proven expertise as a committed problem-solver, partnership builder, and communicator with management experience both with professional and union employees. This individual may routinely serve in the absence of the division head.

JOB SUMMARY

This position is located in Field Services Division of the Public Works Department within the City of Oklahoma City and is under the direction of the Construction Services Superintendent. The primary purpose of this classification is to assist in the management and/or supervision of the division. The incumbent may routinely serve in the absence of the division head and provide specialized management or operations support to other departmental work units. The Assistant Construction Services Superintendent is also responsible for implementing divisional program functions and policies, coordinating operations activities, and planning projects and activities of the work unit. Essential job functions include: assigning, prioritizing, and monitoring work projects; assisting in the preparation and assessment of divisional budgets and goals and objectives; writing specifications for needed equipment, materials, supplies, services, etc.; reviewing contract bids or proposals to determine the best supplier; monitoring operational expenditures; reading and interpreting codes and regulations, reviewing plans and specifications for proposed new constructions or modifications; implementing established productivity improvement measures; analyzing program accomplishments for timeliness and compliance with instructions, procedures, and budgetary limitations; and answering complaints, inquiries or preparing reports for submission to the various City officials, federal and state agencies, etc. The employee has frequent contact with City employees or officials, contractors, architects, engineers, citizens, outside agencies, etc., to exchange information or provide technical assistance. The instructions received define program objectives as well as personnel and budgetary limitations. Work is reviewed by the division or department head for program accomplishments; management effectiveness; and adherence to policies, procedures, and directives.

PREFERRED QUALIFICATIONS

  • A minimum of a bachelor's degree in Management, Public Administration, Civil Engineering, Construction Management, Business Administration, or related field or three (3) years of progressive managerial and leadership experience in a construction-related field.
  • Minimum of five (5) years' experience in public infrastructure construction, engineering, construction inspection or construction quality assurance/quality control.
  • Supervisory experience managing a diverse workforce comprised of professional, administrative, technical, and union employees in public infrastructure construction and/or construction inspection.
  • Strong communications skills evidenced by internal division communications and organizational wide communications, including skills working with Microsoft Office (Word, Excel, Access, and Outlook).
  • Skills in recognized construction standards such as pavement, water, sanitary sewer, storm sewer, and right-of-way inspections, plan review, ADA requirements, and survey services are also expected.

WORKING CONDITIONS

  • Indoors frequently; subject to sitting or using the telephone for extended periods.

  • Occasionally required to work beyond normal working hours or to change working hours.

Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

PHYSICAL REQUIREMENTS

  • Near vision enough to read and draft written and machine-generated communications.
  • Speech and hearing enough to communicate effectively in person and via telephone.
  • Manual and fingers dexterity enough to operate standard office equipment, such as a telephone, computer keyboard, ten-key, copier, fax, etc.
  • Mobility enough to move one's self from place to place when conducting field inspections.
