The City of Gresham is seeking candidates to fill the role of Contract Specialist within the Police Services Division of the Gresham Police Department. This position will support the Police Services division's ongoing business needs. The Contract Specialist will be the division's point of contact for internal and external stakeholders.

What you will get to do:
  • Contracts and Intergovernmental Agreements (IGA)
    • Manage contracts for the police department, including intergovernmental agreements (IGAs) with other jurisdictions.
    • Act as the subject matter expert (SME) for preparing, monitoring, and reporting for GPD contracts.
    • Work with department subject matter experts to communicate specific information to vendors to maximize contract benefits.
    • Work with the city to draft amendments and oversee the insurance compliance with vendors.
    • This position will evolve to oversee the entire process of all contracts within the police department and identify and manage all contract requirements.
  • Grant and Intergovernmental Agreements (IGA) documentation for invoicing
    • Complete the preparation work to process invoices related to IGAs and grants, including but not limited to: Collecting data to confirm overtime reports and corresponding time sheets on a quarterly basis.
    • Serve as the point of contact and conduit for information both internally and externally, understanding how each of the IGA's function to be a resource to others.
  • Strategic Planning and Forecasting
    • Strategically consult with business owners to develop and determine performance measures, deliverables, specifications, and appropriate evaluation criteria.
    • Explain procurement policies and procedures to external and internal customers.
  • Contract Compliance
    • Analyze contract requirements and special provisions to ensure compliance with appropriate laws, regulations, and procedures.
    • Draft and negotiate requests for quotations (RFQ's), invitations for bids (IFB's), requests for proposal (RFP's), waiver requests, etc.
    • Ensure contract review, approval and execution are in accordance with all regulations and laws.
    • Prepare, organize, and maintain contract records and files in accordance with current policies, procedures, and guidelines.
    • Issue contract awards.
    • Handle vendor complaints and resolve issues that may arise with a procurement.
    • Conduct research to support contract waivers.

MINIMUM QUALIFICATIONS:
  • Associate's Degree
  • One (1) to four (4) years of related, professional, full-time experience
Any combination of qualifying education, training, and/or experience equivalent to three (3) to six (6) years will be considered.
