This position plans, organizes, and directs the work of (3) Environmental Health Specialists, (2) Program Specialists, and (1) Soil Scientist in the On Site Wastewater and Well Programs. Performs supervisory functions including interviewing, performance evaluations, and personnel actions. Coordinates training and orientation of new employees. Coordinates stakeholder involvement in program improvements. Identifies software application needs. Tracks activity and workloads and plans and conducts quality assurance in the program area(s). Assures compliance with federal, state, and local environmental health laws and regulations. Assists in the development of and assures compliance with office policies, procedures, and standards. Provides interpretation of laws, rules, and policies, to staff and the public. Provides internal review for complaints and concerns regarding staff enforcement and performance.- Reviews the work of staff, conducts performance evaluations, and establishes work assignments;
- Acts as a liaison with state regional program specialist to verify compliance with state regulations and QA requirements;
- Develops and reviews policies for all programs under supervision;
- Participates in consultation and educational activities related to Environmental Health programs;
- Assesses equipment and technology needs and recommends purchases to the Environmental Health Director;
- Enforces state rules and statutes related to onsite wastewater systems that are delegated to the local Health Department jurisdiction including site evaluations, inspections of installation of systems, existing system approvals, and writing of permits and keeping accurate and detailed inspection records as mandated by the state;
- Enforces local well ordinances including siting wells and inspecting and permitting the construction of wells and keeping accurate and detailed inspection records as mandated by the state;
- Investigates environmental-related complaints;
- Participates in education and training;
- Serves during a response to a public health emergency, which may include outbreak investigations, staffing mass dispensing or immunization clinics, staffing shelters during disasters, or being a member of a division, department, or county-wide committee;
- Performs other duties as assigned.
- Knowledge of environmental health laws, rules, and procedures;
- Understanding of the concepts of public health law;
- Considerable knowledge of microbiology, biology, soil science, chemistry, epidemiology, entomology, and basic engineering technology as applied to environmental health practices;
- Ability to relate to clients in a positive manner;
- Ability to maintain complete and accurate reports;
- Ability to establish and maintain effective working relationships with County officials, department heads, peers, associates, and the general public.
Physical Requirements
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 50 pounds of force; work frequently requires speaking, hearing, reaching, use of hands and fingers, handling or feeling, frequently requires standing, walking, sitting, and occasionally requires climbing or balancing, stooping, pulling; work has standard vision requirements; work requires vocal communication to express or exchange ideas orally; work requires hearing to perceive information at normal spoken levels; work requires preparing and analyzing written or computer data, using measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts and exposure to fumes or airborne particles; work is generally in a moderately noisy location (e.g. business office, light traffic).
In the office and in the field, unpleasant conditions are encountered while dealing with upset, frustrated property owners, applicants, and business operators. In the field the EHS is exposed to inclement weather conditions, hot and cold ambient air temperature. While in regulated establishments, the EHS is exposed to wet, slippery floors, hazards associated with building construction, and hot, cooking equipment. The specialist is exposed to dirty environments. The specialist is exposed to road conditions while driving from one property to another. Often, two or more of these situations may occur simultaneously.
Special Requirements
Must possess a valid North Carolina driver's license.
Must be a North Carolina Registered Environmental Health Specialist.
