The City of Richmond, Department of Public Utilities, Gas and Light Division is seeking a qualified candidate to fill the Gas Construction Inspector position. This position is assigned to the Gas Maintenance unit within the Richmond Gas Works division . The incumbent will oversee the construction, repair, and inspection of gas pipelines and ensure that all work crews follow appropriate City, state, and federal guidelines and procedures.
This individual may be required to work nights, weekends, holidays or on-call as needed. KNOWLEDGE:
PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to reach extending hands and arms in any direction, stand, push, pull, lift, finger (picking, pinching or otherwise working primarily with fingers), grasp applying pressure to an object with fingers or palms, talk, see, and hear. The employee is frequently required to climb, balance, stoop, crouch, crawl, walk, feel and use substantial repetitive motions of the wrists, hands and fingers. In terms of the physical strength to perform the essential duties, this classification is considered to be medium work, exerting up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects.

The incumbent will oversee the construction, repair, and inspection of gas pipelines and ensure that all work crews follow appropriate City, state, and federal guidelines and procedures.
- Oversees daily work performed by various work crews and contractors involved in gas line construction/repair; inspects job sites for safety and compliance with local and federal codes and guidelines; and performs vehicle safety checks on work vehicles.
- Completes daily paperwork and reports; schedules staff and contractors; fills out time sheets for record-keeping purposes; answers phone calls and responds to inquiries.
- Ensures all appropriate staff are kept up to date regarding Operator Qualifications, the Richmond Gas Works O&M Manual, and safety training.
- Responds to gas leaks and other emergencies during normal business hours, after hours and holidays.
This individual may be required to work nights, weekends, holidays or on-call as needed. KNOWLEDGE:
- City, state, and federal codes and regulations regarding gas systems/pipelines
- Safety guidelines and regulations
- Gas service line maintenance and repair
- Threaded fittings, stab-on fittings, and compression fittings
- Main repair and segment replacement
- Repair clamps, bell joints, compression couplings, mechanical joints, and fusion joints
- GIS mapping
- Corrosion control and related equipment
- Working with various gas line/main materials such as cast iron, ductile iron, steel, and plastic
- Pressure testing, potential testing, continuity testing, and back feed checks
- Shutting down and starting up (pressurizing) gas mains
- Purging gas lines
- Reviewing plan drawings and as-builts
- Investigating gas leaks
- Inspecting gas system components and materials for compliance standards
- Troubleshooting shorts and opens on a steel system
- Locating underground utilities
- Utilizing related equipment such as pipe locating equipment, CGI testing equipment, Flame Paks, and Multi-meters
- Oral and written communication
- Interpersonal communication
- Computer proficiency, including RGW specific software ( e.g. GIS, WMS, IM )

- High School diploma or GED;
- One year of specialized training or technical training beyond high school;
- Five years of related work experience;
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
- Operator Qualification
- Valid Commonwealth of Virginia Driver's License
