The City of Seattles Department of Finance and Administrative Services (FAS) is looking for a motivated leader to serve as the Capital Development (CD) Division Director. FAS owns and manages a 3.3 million square foot property portfolio of 125 buildings that support City of Seattle operations. The FAS building portfolio includes fire and police facilities, general government office buildings, and shops and maintenance yard complexes. The CD division director leads a dynamic 25-person team that manages and administers projects such as new building construction, major maintenance, asset preservation, space planning, and tenant improvements.

ABOUT US

FAS is often the public's first interaction with the City of Seattle, operating as a customer-focused front door that assists with everything from paying utilities or reporting a pothole to requesting public information or even adopting a new pet.

The 500-plus employees of FAS span across 10 divisions and work behind-the-scenes providing critical functions, like managing 125 City facilitiesincluding police and fire stationsoverseeing the City's neighborhood customer service centers and Customer Service Bureau and making sure businesses can equitably compete for City contracts.   • Lead, manage and provide oversight to a team of 25 including program managers, project managers, engineers, contract administrators and administrative staff.
  • Provide the vision and lead the planning, design and construction of capital programs and projects.
  • Serve on the FAS leadership team and partner with Chief Operating Officer and fellow division directors to collaborate on FAS initiatives, capital budget development and capital project delivery.
  • Challenge the status quo and encourage development of and innovation amongst staff. Recommend process improvements to ensure transparency of cost, timeline, and service performance.
  • Lead cross-divisional staff in comprehensive capital planning for long-term CIP project development and asset preservation program execution.
  • Oversee and ensure performance standards are met on FAS projects, such as the CIP asset preservation program for FAS properties and the?ADA program for assuring Title II public access of department facilities and programs.
  • Participate in and contribute to FAS space management committees, which provide goals and strategies for long-term space planning for FAS facilities.
  • Ensure consistent framework and methodology for FAS capital project delivery, including planning, milestone identification, and transparent reporting of cost, schedule, and budget performance.
  • Develop and maintain effective communication tools and practices to communicate project scope, schedule and budget status and changes regularly to departmental, City and external stakeholders.
  • Monitor capital project performance in partnership with project sponsors and department leadership to assure projects are delivered timely and per scope and budget parameters.
  • Work closely with FAS divisions and other City departments to ensure City capital objectives align with and can be executed within the allocated funding.
  • Provide strategic recommendations to the FAS Director and Chief Operating Officer on capital development and project-related matters and respond to inquiries from FAS leadership partners, the City Budget Office and other departments.

Minimum Qualifications :

  • Bachelor's degree in architecture, engineering, construction/project management, business or closely related field of study; and
  • Seven (7) years of experience in capital facilities project management, engineering, architectural/interiors lead design management or construction management.
  • Three (3) years of experience in progressive management leading owners rep project management and capital project professional staff in the execution of design and construction public work projects.

Combinations of education and experience, which provides an equivalent background required to perform the work will be considered.

The most successful candidates will possess the following:

  • Experience directing supervisors and project management staff in the execution of programs, facility projects and public works construction in the public sector.
  • Experience developing capital improvement plans and budgets, asset preservation execution plans.
  • Experience in leading a team in an architectural or engineering environment, managing multiple disciplinary teams and/or project portfolios.
  • Strong history of successful delivery of capital facility and tenant improvement projects.
  • Experience administering project controls, monitoring, reporting or other project-related services.
  • Experience leading teams through change and change management.
  • Exceptional communication skills, both written and verbal to interact with diverse work force including City executives, community groups, skilled trades, contractors, consultants, clients and regulatory agency personnel.
  • Valid Driver's license or equivalent mobility.
Work Environment:
This position requires a minimum of three days per week of onsite work. Overtime work may be required based on business needs. Alternative Work Arrangements and hybrid telework schedules for work conducted in a normal office environment may be considered and will be based on operational needs and consistency with City policies.

This position is FLSA exempt (not eligible for overtime) and is Civil Service Exempt, regular, full-time position classified as Executive 2. The full salary range for this position is $64.56 - $106.52 per hour or $134,801.28 - $222,413.76 annually. The identified salary range for this role is $90.00 - $96.00 per hour or $187,920 - $200,448 annually.
