The Oregon Military Department is recruiting for a Business and Operations Manager 3 (Deputy Director) with the Adjutant Generals Executive Team Installations Division . This is a permanent full-time state position located in Salem, Oregon
This position is Executive Services and is not represented by a union.

What You Will be Doing
Serve as the Deputy Director of the Oregon Military Department Installations Division. The position provides overall leadership, management, and direction to the Training Site Managers and the Installations Division. The position plans, directs, administers, and coordinates the statewide operations of Oregon Army National Guard Training Sites and all Installations Division programs including policy development, project management, budgeting, accounting, information systems, and management of real property assets. The position serves as the principal advisor to the agency director on all aspects of Army National Guard (ARNG) statewide facilities management, construction, environmental, and associated programs. The position also implements and monitors Internal Control Review vulnerability assessments and conducts program risk analysis studies. The position is responsible for ensuring Installations Division programs support overall Department of Defense, State of Oregon, and agency goals and objectives.
Working Conditions
The duties of this position are performed in an office environment with frequent off-site trips for meetings, internal controls review, evaluations, inspections, and required research. Use of microcomputer required. The work environment is fast paced with numerous interruptions due in part to project suspense requirements from both internal and external sources. Frequent in and out-of-state travel overnight required. Travel by auto, commercial and military aircraft required. May be required to work extended hours and occasional weekends. Regular exposure to people who are frustrated or irate. Must be able to lift 30 lbs.
What You Need to Qualify
Seven years of supervision/management, OR progressively related experience in
a. Policy analysis, development, and implementation
b. Budgeting/Finance and
c. Information systems

Four years of related experience in
a. Policy analysis, development, and Implementation
b. Budgeting, Finance and
c. Information Systems
-AND-
A bachelors degree
a. Construction Management, Engineering, Architecture or Environmental Science.
b. Business management/administration
c. Accounting or Finance
Additional Requirements
Must have and maintain a valid driver's license and acceptable driving record or be able to provide an acceptable alternate method of transportation. (Frequent in and out-of-state travel overnight required. Travel by auto, commercial and military aircraft required).
Requested Skills/Experience
Experience making independent judgement without immediate direction or supervision.
Experience in Leadership communications.
Experience working with and supporting strategic initiatives.
Excellent team player skills including the willingness to collaborate, share information, and contribute to teams success.

Conditions of Employment
Must have and maintain a favorable Criminal background History check and be able to obtain and maintain a favorable Department of Defense National Agency Check with Inquiries (NACI) Suitability Determination (T1).
