Building Inspector
JOB SUMMARY:
Responsible for providing technical expertise in conducting complex inspections, plan reviews and customer service functions. Will perform a wide variety of inspections including building inspections, construction inspections and inspections related to the City's ordinances; and interpret and enforce regulations on building, plumbing, electrical, mechanical, formed based codes and sign codes. The Building Inspector will coordinate activities with City departments and outside agencies; develop, adopt and implement policies and procedures for further clarification of the provisions of the applicable codes; supervise the Development Services Technicians and Code Compliance Officers in the Planning & Development Services Division; provide direction and training to staff in order to achieve departmental goals and objectives; prepare departmental reports; provide code review revisions; and serve as non-voting member on the Variance Committee. Work is performed with limited supervision.
ESSENTIAL JOB FUNCTIONS:
Supervise and direct Development Services Technicians and Code Compliance Officers.
Conduct field inspections of residential and commercial construction projects for compliance with building, plumbing, mechanical, electrical, gas, general design standards, permitting, plan review, formed based codes and sign codes.
Assist as the principal advisor and subject-matter expert on building safety issues; exercise independent judgement within broad policy guidelines; evaluate and analyze technical issues; interpret City codes and ordinances and advise on specialized areas of technical expertise. Will act as the final authority on code related issues.
Inspect, approve, and/or reject phases of construction. Review and interpret approved construction plans, specification, and special provisions as a basis for monitoring construction activities.
Perform a variety of administrative activities in support of departmental operations, which may include: entering inspection information into applicable database/system; review and update commercial project listings; and review and update un-resulted permits for inspections and completion.
Perform project management activities for a variety of construction-related projects, which include: coordinating with contractors and sub-contractors; follow projects throughout construction to ensure compliance with applicable steps; recommend the issuance of certificates of occupancy; and/or, perform other related activities.
Assist in determining division objectives and evaluate progress toward achieving goals; manage administrative activities including budgets, proposals and contracts.
Attend pre-construction meetings and address concerns of interested parties, including contractors and citizens.
Facilitate annual meetings to keep contractors, sub-contractors, developers, realtors, citizens, etc. informed of changing regulations, permits, building codes, and/or City code ordinances.
Attend training to stay current on all applicable codes and regulations.
Prepare and issue verbal warnings, violation notices, and stop work orders; schedule and conduct formal hearings; maintain case files regarding inspections, follow-up inspections, violations and consultations with contractors; and prepare monthly report files.
Support the relationship between the City and the public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors and staff; and maintain confidentiality of work-related issues and City information.
Attend meetings, including but not limited, to City Council meetings and Planning Commission meetings and address concerns of interested parties.
Perform other duties as assigned.
OTHER DUTIES AND RESPONSIBILITIES:
Perform all other related duties as assigned, including any special or recurring projects that may be assigned.
Assist other City departments for special projects and events.
Ensure availability for periodic afterhours and/or on-call duties. Must be consistently at work and on time.
Carry mobile device(s) to promote timely communication and responses regarding technical support issues.
Must be able to exercise complete discretion.
Maintain good working relationship with contractors and vendors.
May work abnormal hours as required to complete assigned tasks.
Log daily work order reports.
This position is considered a Level I position in accordance with Section 6.11.6 of the Personnel Guidelines.
Abides by all policies, procedures, rules, etc. associated with the City's Safety Program. Must actively promote and personally observe safety and security procedures, and uses equipment and materials properly.
JOB QUALIFICATION REQUIREMENTS:
Mandatory Requirements
A minimum of two (2) years of management, supervisory and budgetary experience or any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities.
A minimum of three (3) years of responsible experience as a Building Inspector/Official, OR five (5) years responsible experience as a journey-level tradesman OR equivalent experience in the construction and/or inspection field.
Licensed or Certified as a Plumber, Plumbing Inspector, Electrician or Electrical Inspector
Four years of technical training in a building trade.
High School diploma or GED.
Valid Class C Texas State Driver's License and safe driving record.
Additional certifications are required depending on the types of inspections performed.
Knowledge of building inspection techniques.
Knowledge of construction and building maintenance principles.
Knowledge of construction materials testing procedures.
Skilled in performing mathematical calculations.
Able to prioritize, organize, and manage multiple simultaneous projects.
Able to prepare clear and concise reports.
Able to maintain sensitive and confidential information.
Skilled in gathering and analyzing information and making recommendations based on findings and in support of organizational goals.
Skilled in operating a computer and related software applications.
Ability to use and operate vehicle.
To perform this job successfully, the person in this position must be able to perform each essential duty satisfactorily.
Desirable Requirements
Bilingual in English and Spanish.
First-Aid/CPR Certified.
WORKING HOURS:
Normal working hours are from 8:00 a.m. to 5:00 p.m. with one hour for lunch. May work outside normal working hours as required to complete assigned tasks. In emergencies may be called into work and work schedule will be adjusted during the emergency.
