JOB SUMMARY:

The City of Birmingham is seeking a qualified candidate to serve as Zoning Supervisor. This position is responsible for managing and conducting property inspections to assess and ensure compliance with zoning ordinances, regulations, and related policies. The Zoning Supervisor also provides guidance and education to the public, contractors, engineers, and other stakeholders by responding to inquiries and clarifying zoning requirements. Key responsibilities include overseeing and scheduling inspections, performing follow-up visits to verify compliance, consulting with legal counsel as needed, and providing testimony in legal proceedings. This role also involves supervisory duties such as assigning and reviewing the work of inspection staff.

Birmingham: $57,012 - $88,462

MINIMUM QUALIFICATIONS:

The following are job-related qualifications that are required for employment consideration for this position:

  • Driver's license.

  • Experience working with the public to solve customer/citizen complaints, resolve conflicts, and attempt to gain compliance.

  • Experience in enforcing and/or interpreting regulations (e.g. zoning, subdivision, regulatory).

  • Experience utilizing and interpreting maps.

  • Experience utilizing GPS and/or GIS equipment and software.

PREFERRED QUALIFICATIONS:

The following are job-related qualifications deemed desirable by the City of Birmingham. These qualifications may be considered by Birmingham when reviewing applications and inviting candidates to participate in subsequent steps in the selection processes.

  • APOST Certification.

  • Certified Alabama Planning and Zoning Official (CAPZO) Certification.

  • American Institute of Certified Planners (AICP) Certification.

  • QCI Certification.

  • Bachelor's degree in Urban Planning, Urban Studies, Public Administration, Architecture, or Geography (or related field).

  • Experience supervising staff to include assigning and reviewing work, completing performance appraisals, and making disciplinary recommendations.

  • Experience working in a legal environment related to land use and development (e.g. surveying, realty, or zoning).

  • Experience working in the criminal justice system related to prosecution.

TYPICAL JOB DUTIES:

  • Provides information to various individuals (e.g., the general public, citizens, contractors, engineers, public officials, department heads) by attending meetings, answering questions and explaining regulations/ordinances in order to educate and promote compliance.

  • Conducts inspections of properties by receiving complaints, patrolling areas, and scheduling inspections to determine violations of jurisdictional regulations, policies, and ordinances.

  • Manages documentation of property violations (e.g., written records, photographs, notes, correspondence) by taking notes, composing communications, and assembling materials for court presentations, project planning, and annual reporting to ensure that accurate and complete information is available for reference and decision-making.

  • Prepares for, contributes to, and follows up on meetings with committees, boards, commissions, councils, etc. to address zoning issues, share information, develop policies/plans/procedures, and collaborate on related zoning projects.

  • Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.

  • Assesses safety of property or business to determine if a course of action can be utilized to secure contact with the owner (e.g., talking to property owner, sending a certified letter, and/or utilizing law enforcement to obtain compliance).

  • Researches location and ownership of properties using GPS, field maps, GIS systems, tax databases, public records, etc. to aid in assessing fines and resolving issues.

  • Conducts technical reviews, prepares graphics and narratives, analyzes data, etc. in order to write official reports for special projects and proposals.

PHYSICAL DEMANDS:

Job is primarily sedentary involving sitting for long periods of time, but may also involve periodic sustained physical activity such as walking, standing, or stooping. May involve occasional light lifting of items or objects weighing up to 25 lbs.

WORK ENVIRONMENT:

Work is conducted both indoors in an office setting, as well as during regular field visits which consists of driving various routes in a vehicle. Work involves use of standard office equipment, such as computer, digital camera, phone, copier, etc.
