Project Overview:

Bechtel Renewables team is to deliver the project management, engineering, procurement, construction, startup, and testing services for a utility-scale PV solar project, located in the town of Copperton in Salt Lake County, Utah. When completed in late 2025, the project will span more than 200 acres and generate 25 MW of power from 71,000 highly efficient bifacial solar modules.

Job Summary:

The Startup Electrical Engineer (Combined with FE) will support project field engineering by managing work planning and packaging, material management, quantity verification and validation, safety and quality control, technical inspections and testing, and system turnover coordination. The role then transitions into commissioning. The engineer will work as part of the team under the direction of the Startup Manager to support the overall commissioning and startup process. The primary responsibility will be to perform the on-site testing and validation of the electrical systems associated with the project through the pre-commissioning, commissioning, and startup/initial operations phases. This includes the managing of craft personnel to perform the work.

Major Responsibilities:

Work Planning & Packaging

  • Prepare construction drawings and sketches.
  • Facilitate planning construction methods and procedures.

Material Management

  • Initiate requisitions for field purchases
  • Prepare quantity take-offs of field purchased material and equipment.

Quantities

  • Verify commodities on quantity tracking systems or other computer database systems as required.

Safety / Quality Control

  • Ensure zero accident philosophy and requirements are implemented and adhered to by craft and others when in the operational area, and tools and equipment are in safe condition and operated safely.

System Turnover Coordinator

For Direct Hire

  • Develop firm understanding of system and area scoping and drawings required for package development.

STR / Subcontract Coordinator

  • Review and approve inspection test plans,
  • Coordinate reviews of subcontractor submittals.

  • Plan and execute electrical testing, as required to place the solar facility into service.
  • Supervise field manual craft as required to perform assigned tasks; monitor and control craft performance and be accountable for performance of the craft against the budget.
  • Preparation of system testing and turnover documentation including scoped documents, test records, test procedures and other similar required documents.
  • Supervise and direct subcontractor personnel as required to support commissioning activities.
  • Complete testing per Bechtel Corporate Standard Test and Commissioning Procedures (STCP) and Standard Work Process Procedures (SWPP), pre-op procedures and other specific procedures which may be required to be prepared in this position. Complete all test records, data sheets, etc. to fully document testing activities.
  • Prepare preventative maintenance procedures and schedules for maintaining equipment once it has been commissioned. Complete long term storage and maintenance requirements on equipment following turnover from construction to startup prior to when it is commissioned. Fully document these activities and submit permanent records for incorporation in the maintenance database.
  • Coordinate with and provide direction to supplier Technical Assistants (TA) to complete commissioning of vendor supplied equipment.
  • Provide input to engineering on revisions required to system descriptions, vendor operating and maintenance manuals, etc.
  • Prepare detailed startup plans for assigned project system commissioning activities.
  • Apply knowledge of industry and regulatory standards, and design criteria pertinent to utility scale electrical systems such as ANSI/IEEE C50, IEEE C57, IEEE 115, NETA Guidelines, NFPA 70, to development of test plans and procedures.
  • Use Microsoft Word, Excel, Access, and Bechtel Standard Applications SetRoute, TeamWorks, E-Track, BookBuilder and InfoWorks in the execution of work assignments.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.

Required Knowledgea and Skills:

  • Must be physically capable to conduct field inspections and participate in project walkdowns which require the following activities: extensive walking in and around a construction site, walking on uneven surfaces, and lifting up to 40 lbs.
  • Basic to intermediate knowledge of EPC and EPCM construction programs, technologies, means, and methods.
  • Familiarity with Bechtel Standard Applications (BSAPs), including Setroute, ArcGIS, Aconex, DSCS, and Unifier.
  • Basic knowledge of electrical commodity and equipment installation including cable pulling, terminations, underground direct bury cable installation, and invertor/transformer setting/wiring.
  • Basic knowledge of all required/applicable cable testing (continuity, insulation, VLF, etc.) and site material inspections.
  • Working knowledge of applicable industry codes and standards such as NEC, NFPA 70E, and IEEE.
  • Familiarity with working on or near energized circuits including lockout/tagout and arc flash hazard analysis.
  • Basic to intermediate knowledge of supervisory functions relating to construction field activities.
  • Must be able to demonstrate good communication and interpersonal skills to maintain a positive work environment between all parties including the client, contractors
  • Experience in supervising and managing craft electrical workers to perform maintenance or commissioning activities.
  • Experience in the utility scale power generation & distribution industry.
  • Solar power project experience desirable.
