Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.
We are currently seeking a qualified and experienced Construction Manager to support the Nicosia Compound Security Upgrade (CSU) project in Cyprus . This critical U.S. government project includes the demolition of existing infrastructure and construction of a new Controlled Access Compound (CAC). The selected candidate will play a vital role in coordinating, managing, and overseeing construction efforts in alignment with U.S. Department of State (DoS) standards and Overseas Buildings Operations (OBO) procedures.
The Construction Manager (CM) will serve as the on-site construction expert and liaison between the U.S. government project team, contractors, design professionals, and other stakeholders. This role requires deep knowledge of construction best practices, project management, government compliance, and international safety and building codes.
Location: Nicosia, Cyprus
Contract Duration: 18 Months (50 hours/week, with up to 10 hours/week approved overtime)
Responsibilities:
· Provide full-time on-site construction management services under the direction of the OBO Project Director (PD).
· Coordinate with OBO Construction Executives and other CM team members to ensure adherence to scope, schedule, and budget.
· Oversee and monitor contractor performance and project safety plans in accordance with EM 385-1-1, OSHA, and host country standards.
· Conduct daily field inspections and quality assurance assessments to ensure compliance with approved plans and specifications.
· Manage and document Requests for Information (RFIs), submittals, and contractor proposals.
· Ensure contractors meet required standards for licensing, safety, and contract compliance before commencement of work.
· Review contractor submittals and assess proposed substitutions from an engineering and quality perspective.
· Maintain detailed project logs, daily activity records, and photographic documentation of construction progress.
· Support development of Independent Government Estimates (IGEs) and assess contractor change order proposals.
· Attend and support project meetings, prepare comprehensive progress reports, and assist in stakeholder communication.
· Coordinate with local contractors, consultants, and embassy staff to resolve project issues, construction challenges, or field discrepancies.
· Ensure proper project documentation, permit acquisition, material control, and progress payment accuracy.
· Monitor, track, and report contractor performance to ensure project completion within government standards.
· Support administrative and engineering tasks including asset inventory, cost tracking, and technical evaluations.
Qualifications :
· A degree in Construction Management, Civil Engineering or Architecture from an accredited U.S. university.
· Certified Construction Manager (CCM), Registered Architect (RA), or Licensed Professional Engineer (PE) is preferred.
· Minimum 7 years of experience on construction projects of similar scope and value (design office experience not counted).
· Overseas construction experience is preferred.
· Must hold at minimum a Final Secret Clearance, with ability to obtain Top Secret clearance.
· Strong knowledge of International Building Codes, construction safety standards (e.g., EM 385-1-1, OSHA).
· Demonstrated experience with contractor submittals, RFI responses, engineering evaluations, and government estimates.
· Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) for reporting and communication.
· Previous experience in renovation or construction projects within occupied facilities
· Familiarity with USG reporting requirements including Construction Management Guidebook, FAR, and Government Estimate Procedures.
· Excellent communication and coordination skills to work with diverse teams and stakeholders.
