General Description:
Performs advanced (senior-level) contract management work. Work involves res e arch, coordinating, developing, and tracking a broad range of contracts. With minimal supervision, and with extensive latitude for the use of initiative and independent judgment, performs highly advanced, senior level, technical and consultative work related to contract development to closeout.
Essential Duties:
- Develop a broad variety of contract documents and contract templates, concisely describing services or deliverables to be rendered, collaborating with TFC Subject Matter Experts, agency attorneys, contracting state agencies, other state entities, and contractors.
- Coordinate and lead cross-divisional initiatives and contract negotiations.
- Ensure agency contracts conform to current legal and regulatory requirements governing state contracting.
- Develop and refine TFC contract administration policies and procedures for contract management. Update TFC Contracts Manual as processes evolve.
- Identify agency staff training needs, prepare custom training modules, and conduct training on TFC contract policies, contract required reporting, contract monitoring requirements and procedures, performance requirements.
- Monitors contract performance by examining fiscal data, and eligibility determinations for compliance with terms of contract and policies, and provides recommendations for contractor Performance Improvement Plans or cancellation of contracts when indicated.
- Administer billing and monitor functions for outside counsel contracts.
- Maintain, audit, close-out, and archive all agency master contract files (digital and physical files), in compliance with state and agency requirements.
- Prioritizing assignments to support agency's strategic priorities.
- Administration of the TFC Contract Database, contract management application(s).
- May plan, assign, and/or supervise the work of others.
Required Qualifications (Minimum Qualifications)
Education and Experience:
Graduation from an accredited four-year college or university with major course work in business management, public administration, risk management, insurance, occupational safety, building management, or a related field.
- Six (6) plus years of experience in state procurement and/or state contracting or closely related government experience.
Education and related experience may be substituted for one another on a year-for-year basis.
- Five (5) years working in General Counsel Division.
- CTCM/CTCD (Certified Texas Contract Developer/ Manager) required.
- Must possess the ability to attest to and maintain the security or integrity of the states critical infrastructure requirement to be considered for hire and to maintain employment.
KNOWLEDGE, SKILLS AND ABILITIES:
- Expertise in the use of Word, Excel, AdobePro, SharePoint, DocuSign, CAPPS, contract management application(s), Access database administration.
- Proficiency in writing queries to produce accurate statistical and financial reports in accessible formats for intended audience.
- Extensive knowledge of state laws and statutes regarding contract management practices Ability to collaborate with agency staff, agency attomeys, Executive Leadership, contractors, other state agencies and state officials to initiate and maintain successful contract partnerships, and to resolve contracting issues.
- Skill in management principles and practices, project management, and prioritization. Interpreting and accurately convey complex, technical information and requirements, in writing and verbally.
- Understanding of HUB "Good Faith Effort" policy, requirements, and participation goals.Experience with HUB reporting system (B2G) preferred.
