This is responsible work involving capital project management and the application of basic and specialized engineering knowledge in both field and office duties to include design, construction, inspection and maintenance in a variety of Public Utility facilities and service utilities, including Hydroelectric facilities, Water Plants, Water Reclamation Facilities, and other City facilities. Work is performed under direction and supervision of the Supervising Mechanical Engineer and/or Plant Superintendents. However, considerable leeway is granted for the exercise of independent judgment. Supervision will be exercised over other technical personnel as assigned and over certain maintenance activities.
  • Designs and writes specifications for new equipment, additions or modifications to existing City facilities;
  • Coordinates installation and/or maintenance of new or modified equipment;
  • Assists in the implementation of preventative maintenance of facility equipment;
  • Generates design standards and specifications for facility equipment;
  • Identifies and resolve utility system/equipment failures;
  • Plans and implements capital improvements;
  • Leverages technical knowledge of Public Utility facilities and assets to assist Plant Superintendents in identifying, planning, and prioritizing future capital project needs, and assists in the capital budget planning process;
  • Plans, executes, and finalizes projects within budget and according to strict deadlines;
  • Prepares engineering sketches for use by City employees or contractors in construction and improvement of utility systems;
  • Coordinates engineering projects and other construction and maintenance with other City departments;
  • Ensures compliance with all applicable policies, safety rules and policies, and governmental regulations;
  • Approaches all aspects of the work being performed with safety as the highest priority;
  • Gathers data and prepares graphics, sketches, and preliminary designs for utility/facility system additions, modification and related projects;
  • Communicates with all stakeholders, supervisors, engineers, maintenance staff, skilled trades, etc. to execute assigned projects;
  • Checks progress of projects and approves payment to contractors;
  • Provides technical assistance to the public, answers or directs inquiries to proper City agencies;
  • Collects a variety of field data, makes notes, assembles reports;
  • Performs a variety of related tasks in the reproduction and file maintenance of engineering records;
  • Performs a variety of clerical related tasks in the reproduction and file maintenance of engineering records;
  • Prepares Requests for Proposals for outside consulting and engineering requirements;
  • Travels and works out of town as necessary to perform essential job functions;
  • Supervises co-op student employees as assigned;
  • Performs other related tasks as required;
  • Thorough knowledge of current Mechanical engineering principles, practices and techniques;
  • Basic knowledge of current construction/project management principles, practices and techniques;
  • Thorough knowledge of use of CAD applications;
  • Thorough knowledge of standard office procedures, practices and equipment including the use of computers and related spreadsheet, database, E-mail and word processing applications currently in use in the department;
  • Thorough knowledge of the City ordinances related to purchasing and utility operations;
  • Working knowledge of computerized maintenance management systems (CMMS);
  • Ability to make engineering computations and analyses quickly and accurately;
  • Ability to coordinate numerous projects simultaneously;
  • Ability to prepare technical engineering reports;
  • Ability to perform work with speed, accuracy and attention to detail;
  • Ability to make decisions in accordance with established policies and procedures;
  • Ability to independently solve problems within assigned areas of responsibility;
  • Ability to supervise the work of others as assigned;
  • Ability to plan, organize, and coordinate projects, programs, and personnel;
  • Ability to establish and maintain effective working relationships with other City employees, Department Heads, Division Heads, supervisory personnel, contractors and developers, other utilities and the general public;
  • Ability to communicate well with others, both orally and in writing;
  • Ability to handle confidential administrative information with tact and discretion;
  • Graduation from an ABET accredited college or university with a Bachelors Degree in Mechanical Engineering or Mechanical Engineering Technology; and
  • Four (4) years of work experience in Mechanical engineering, design and drafting work; and
  • Possession of a valid driver's license (will be verified for finalists).
