Performs complex professional and technical activities related to the citys solicitation methods, procurement, and contract administration. Work involves planning, managing, and coordinating the activities and operations of a centralized purchasing and contracts division / function, and providing business, contractual, and policy advice to internal customers regarding solicitation and procurement methods, contracting processes, and legal and ethical mandates. Prepares and conducts presentations in large and small public meetings and/or to City Commission as appropriate.

Position is primarily focused on managing other people. Position requires expertise and knowledge in specialized functions or business areas that can be used to develop efficient and innovative ways to accomplish the organizations business strategies. Reports to the Director of Financial Services or designee.

Manages, provides guidance to, and reviews the work of staff to accomplish operational plans and results.

Plans and oversees functional area workflow and time utilization of staff; assigns and communicates daily activities and deadlines to staff.

Assesses, plans, and implements best practice standards and assures compliance with all regulatory and funding agencies; compiles and submits a variety of documents, data, and financial and statistical analyses and reports.

Plans, directs, coordinates, and monitors programs, projects, and activities related to procurement and contracting events of the city; ensures all interests meet ethical and legal requirements of the city and external regulations.

Manages the entire solicitation process; develops Invitations to Bid (ITB ), Requests for Proposals (RFP), Requests for Letters of Interest (RLI), and other forms of solicitations as appropriate; determines and/or recommends appropriate insurance and bonding requirements for a wide variety of services and projects.

Administers contracts, with assistance from the City Attorney, to ensure compliance with all legal requirements; works with departments regarding vendor and contractor compliance with specifications and scope of work.

Controls construction and related supply and service contracts and franchise agreements; participates in the negotiation, modification, and termination of such contracts; performs cost analyses pertaining to construction activities and presents findings and recommendations to city leaders and officials.

Provides technical expertise and formulates and implements policies and procedures regarding city procurement and contracts; interprets and directs the implementation of compliance activities regarding laws and procedures mandated by policy and ethical conduct.

Manages vendor relationships, establishing and maintaining contact with vendors to remain informed of market conditions and new products; reviews renewable contracts and associated purchase orders; evaluates vendor performance.

Coordinates cooperative purchasing programs and services internally and with external agencies; researches, analyzes, recommends and/or communicates cost avoidance and cost savings methods.

Oversees the internal procurement activities of all city departments, including the distribution, storage, and disposal of materials, supplies, and equipment.

Adheres to all city and public health and safety guidelines and protocols; performs job functions in a safe manner and reports all safety hazards per established policies and procedures.

Maintains quality communication and interaction with all city personnel, representatives from external organizations, and the public to maintain good will toward the city and to project a positive city image.

Maintains on-call work availability as assigned, to prepare for, respond to, or recover from a hurricane, tropical weather event, or other emergency to meet the citys obligation to remain operational before, during, and after the event; duties assigned may or may not be typical of the job and are contingent upon the needs of the city and the residents because of the event.

Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds.

Supervisory Responsibilities
Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems.

Assesses and monitors workload; identifies opportunities for improvement and implements changes.

Selects, trains, motivates, and evaluates staff; provides or coordinates staff training; works with staff to correct deficiencies; implements discipline procedures per established policies, procedures, and executive guidance.

Oversees and participates in the development and administration of the departmental budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.

Pay and Bargaining Status
This is an exempt position pursuant to the Fair Labor Standards Act based on the executive and administrative exemptions and is paid by salary, issued bi-weekly. This position is excluded from the collective bargaining agreements between the City of Tamarac and the Federation of Public Employees and between the City of Tamarac and the Local 3080, Metro-Broward Professional Fire Fighters, IAFF.

Bachelor's degree in business or public administration, or related field required; supplemented by five (5) years of progressively responsible governmental purchasing, including two (2) years in a supervisory role, and experience in construction and professional services procurement and using an automated procurement system; or an equivalent combination of education, certification, training and/or experience.

Required Certifications and Licenses
Required to possess and maintain a valid State of Florida Driver License and the ability to travel independently from one city location to another or to offsite location/s.

National Incident Management System (NIMS) training will be required (and sponsored) according to job duties and responsibilities.

Designation as a Certified Public Procurement Officer (CPPO) by the Universal Public Purchasing Certification Council (UPPCC) or a NIGP Certified Procurement Professional (NIGP-CPP) by the National Institute of Governmental Purchasing Certification Commission.

PREFERRED QUALIFICATIONS
Three (3) years of supervisory experience and two (2) years of governmental purchasing experience preferably in the State of Florida applying related policies, procedures, laws, and practices; designation as a Certified Public Procurement Officer (CPPO) by (UPPCC) or an NIGP Certified Procurement Professional by the National Institute of Governmental Purchasing Certification Commission. Designation as a Certified Professional Public Buyer (CPPB).
