The North Carolina Department of Administration is seeking applicants for a Structural Engineer for our State Construction Division. The State Construction Office (SCO) is responsible for the administration of planning, design and construction of all state facilities, including the university and community college systems. The division also provides the architectural and engineering services necessary to carry out the capital improvement program for all state institutions and agencies.

Key Responsibilities:

This Position will review and approve for bidding design and construction documents related to the structural and civil engineering aspects of Capital improvement projects. This includes:

  • Verify scope and estimated costs of projects with the contract requirements and the appropriate funds.
  • Efficient and proper use of space, form, and materials of buildings and building site.
  • Check the level of completion, accuracy, clarity, and appropriateness of plans and specifications.
  • Indicate corrections and suggest improvements and revisions.
  • Economy in initial costs and long-term maintenance.
  • Energyefficientsystemsandenergyconservationmeasuresinconstruction.
  • Appropriate selection, specification, and use of all materials.
  • CompliancewithNCBuildingCodesandapplicableNCGeneralStatutesonpublicwork.
  • Conformance of the contractual bid package with State Construction Office guidelines, policies, and procedures.
  • Coordination of the plans and documents among the other engineering disciplines.
  • Project cannot proceed to bid without State Construction Office approval according to GS 143-341(3).

This Position will review all structural engineering aspects of capital improvement projects submitted by designers in the construction document phase. The review addresses compliance with the NC General Statutes governing public works, building and safety codes, and conformance with sound engineering and construction practices. Structural engineering designs are reviewed for proper consideration to economy in first cost and life cycle cost, maintenance cost, proper materials, and type of construction. Projects are reviewed to evaluate the structural design coordination with the civil, mechanical and electrical disciplines.

This Position will assist construction monitors in the field in resolving technical or contractual issues at the construction site as well as assisting in the final inspection. Position will monitor structures under construction and at completion provide valuable three-dimensional insight into problems or conditions that could be corrected earlier in the two-dimensional review process.

The SCO Design Review Section conducts a comprehensive review and technical evaluation of design drawings, specifications, and budget of each project submitted by contracted designers. Submittals occur at three phases of the design process Schematic Design, Design Development and Construction Documents depending on size, type and/or complexity of the proposed project. Each submittal phase increases in complexity and completion.

The agencys mission directs departmental efforts to: acquire, develop and maintain properties and facilities; create and operate an efficient system to purchase and dispose of goods and services to meet the needs of government agencies; provide excellent operational services to state employees; achieve fair and equitable opportunities and representation for various segments of the population that have special needs; and to provide administrative support to independent state government agencies.

  • Working knowledge of NC State Building Codes and Industry Standards, North Carolina General Statues on public construction, and engineering development and trends.
  • Working knowledge of building construction methodologies and systems.
  • Demonstrated ability to effectively utilize time, skills, and knowledge in analyzing and resolving problems relating to civil/structural engineering projects.
  • Experience in reading and interpreting plans and specifications, and readily discerning discrepancies in technical documents.
  • Experience working and collaborating within a multi-disciplinary team.
  • Experience in engineering design, review, decision making & analysis, giving technical information to others, technical writing, and written commutation.

MANAGEMENT PREFERENCE:

  • Bachelor's degree in civil/ Structural Engineering
  • Registration as a North Carolina Professional Engineer
  • Minimum of 4 years progressive professional and administrative experience in the practice of building systems/structural engineering or an equivalent combination of education and experience.
  • Possession of a Level Ill North Carolina Inspector Certificate issued by the North Carolina Code Officials Qualification Board, or the ability to obtain within two (2) years of employment.

Necessary Requirements:

  • Registration as a North Carolina Professional Engineer or the ability to obtain license through reciprocity will be also accepted.
  • Minimum of 4 years progressive professional and administrative experience in the practice of Building Systems Engineering or an equivalent combination of education and experience
  • Valid NC Drivers License with acceptable driving record. Out of State Applicants must have a valid NC Drivers License or acquire NC Drivers License within 60 days of hire. Candidate must present proof of a valid NC Driver's License and proof of an acceptable driving record.

Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
