If so, the Environment and Climate Division at The Montgomery County Planning Department is where you want to be! We are currently seeking an experienced, dynamic, and innovative Environmental Regulatory Supervisor. The ideal candidate must have strong interpersonal skills, expert knowledge in environmental regulations and code, and the ability to successfully lead a team. This position offers a unique opportunity to have an impact on the environmental health and climate resilience of the county.

The selected candidate is expected to have significant experience in environmental planning, forest conservation, and climate resilience; the ability to cultivate and nurture a cohesive team; the ability to lead difficult and complex projects; a skillful technique to communicate with internal staff, community members, and elected officials; and the ability to develop a vision with the team and implement it. The candidate must also be creative in integrating best environmental regulatory practices while analyzing Forest Conservation, Site, and Preliminary Plans. Occasionally, the Supervisor will present to The Montgomery County Planning Board, using strong public speaking skills.

  • Manages the assigned review of environmental applications and oversees staff progress. Keeps their staff informed of Commission policies and procedures; establishes work program goals and objectives; sets work standards; and trains staff on all applicable areas of planning and regulatory review. Plans, schedules, assigns, and reviews the work of the Environment and Climate Division Regulatory teams.
  • Supervises the drafting of reports and presentations to the Planning Board, Hearings Examiner, and County Council.
  • Provides expert knowledge and experience of the Zoning Ordinance, Subdivision Regulations, Forest Conservation Law, regulatory process, mandatory referral process, and various disciplines within Montgomery County.
  • Extensive experience in project leadership and the capability to work well with a team with diverse sets of backgrounds and areas of expertise such as county residents, developers, planners, architects, engineers, attorneys, and public officials.
  • Assists with the update of the Forest Conservation Law, Environmental Guidelines, Trees Technical Manual, Forest Conservation Regulations, and other environmental documents.
  • Presents and advocates planning programs, concepts, and policies to the Planning Board, District Council, Zoning Hearing Examiner, and before other boards and bodies as required.
  • Responds as appropriate to inquiries or requests for information from citizens, developers, engineers, architects, and attorneys about proposed developments, Planning Board actions, laws and regulations, etc.
  1. Bachelors Degree in Planning, Geography, Architecture, Parks and Recreation, Transportation, Urban Design, Engineering, Environmental Science, Public Policy, Economics or any related field.
  2. Six (6) years of progressively responsible professional level planning experience that includes supervisory or project leadership and coordination experience.
  3. An equivalent combination of education and experience may be substituted, which together totals ten (10) years.
  4. Valid drivers license (depending on area of assignment) in accordance with both State and Commission rules and regulations. Drivers license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employees ability to drive Commission vehicles or perform driving duties required by the position of assignment.

The salary range listed above represents the earning potential for this position. Salary is commensurate with experience. This position is eligible for a sign-on bonus (external candidates only).
