The Department of Design and Construction seeks a Senior Project Manager to be part of the team of experienced professionals responsible for leading Alternative Delivery and spearheading a new CM-Build pilot program. The CM-Build pilot program is a priority initiative to implement public building projects using a collaborative project delivery model to ensure efficient delivery of high-quality projects. The portfolio includes priority new buildings and renovation projects for a diverse array of Sponsor Agencies.
Reporting to the Deputy Director in Alternative Delivery, the Senior Project Manager will oversee complex new building and renovation projects of varying scales within the CM-Build portfolio. The selected candidate will set the direct all project phases of CM-Build from initiation to completion to ensure successful implementation of CM-Build best practices and design and construction excellence.
Primary responsibilities for the Senior Project Manager include:
- Perform day-to-day project management duties to manage the lifecycle of a project from procurement through post-award and close-out. Manage consultants and CM to ensure contract compliance, optimization of budget, schedule, and quality, and manage successful application of program tools, processes, and procedures.
- Work independently and/or as a team with Project Managers and Junior Project Managers in collaboration with the Public Buildings division to resolve project issues.
- Assist Deputy Director/Director with implementation of CM-build policies and procedures, including developing internal trainings and resources for all stages of project implementation.
- Perform tasks for project development, procurement, selection, and award of consultants and CMs, including assistance with contract compilation. Prepare CM-Build contract in coordination with other DDC divisions.
- Perform project administration duties, including reviewing consultant submissions (i.e. design packages, estimates, schedules, and project management and risk management plans) and CM submissions (i.e. estimates, value engineering analyses, constructability reviews, procurement plans, and risk management plans). Perform project administration duties as needed and ensure that the proper internal processes are in place to support approval of the consultant and CM submission materials and meet critical milestones.
- Manage program workflows for consultant and CM submission materials, including payments requisitions, subcontractor award letters, allowance requests, and change orders, and enforce critical milestones. Review and approve any change requests (Extra Work, Modification requests, Compensable Relief Events, etc.) on all CM-build projects.
- Prepare project and program reporting and tracking, to update internal databases and support internal communications, stakeholder engagement, industry partnerships, and other strategic initiatives. Assist with reporting tasks such as Benchmark review and preparation or program schedules.
- Support CM-build programmatic tasks as needed to improve program from project-specific lessons learned.

ASSOCIATE PROJECT MANAGER - 22427
Qualifications
One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more, and either:
1. A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or
2. A four-year high school diploma or its educational equivalent and five years of experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in "1" above to make up the equivalent of five years of education and experience. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) a Masters degree from an accredited college or university in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect. Where experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements.
In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience as described in "1" above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.
