JOB SUMMARY: Responsible for the maintenance of the electronic security and communication systems for the Pulaski County Detention facility which includes the electro-mechanical and pneumatic locking system, intercom, paging system, video surveillance, personal alarm devices, and card access control readers; provides assistance with the supervision of the building maintenance staff.
ESSENTIAL JOB FUNCTIONS:
- Maintains the electronic main processor and the interfaced remote processors controlling all alarm, communication, and surveillance systems in the Detention facility.
- Maintains the integration of all communication, alarm, access control, and surveillance systems into the main electronic system.
- Ensures the proper operation of the electronic control of the electro-mechanical and pneumatic locking devices ensuring normal and emergency use.
- Supervises the work of all maintenance workers within the Detention facility and assists with projects as necessary.
- Ensures the installation, repair, and maintenance of electrical and plumbing systems.
- Ensures the maintenance and repair of the boiler system within the Detention facility.
- Ensures the video surveillance cameras and monitors are functioning in sequencing areas properly; makes repairs and adjustments as necessary.
- Performs repairs and maintains control panels within the communication center.
- Maintains and repairs personal alarm devices to ensure the proper operation of ultrasonic receivers.
- Programs access cards for Detention facility staff determining times and areas of access as directed by the Chief of Security.
- Ensures the accurate reading of valid access cards by card reader equipped doors.
- Maintains intercom systems for the contact between control panels and each cell intercom station as well as circulation door intercom station.
- Maintains paging system with transmittal capabilities to six areas within the Detention facility and control center override selection.
- Maintains the fire alarm system and its interfacing into the main control system.
- Documents systems and equipment inspections and repairs as required by supervisor.
- Ensures the maintenance of system and printer to produce system transaction reports showing persons accessing areas, time of access, etc.
SECONDARY DUTIES AND RESPONSIBILITIES:
- Performs other related duties as required.
PERSONNEL SUPERVISED: Provides supervision to one Locking Device Specialist, one Electrician, one Plumber, and four Jail Maintenance Mechanics.
WORKING CONDITIONS: Work is performed within a detention facility with occasional contact with inmates. The position must remain on call during assigned periods.
MINIMUM QUALIFICATIONS:
REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:
- Comprehensive knowledge of basic electronic principles and concepts.
- Comprehensive knowledge of the principle and maintenance requirements for electro-mechanical equipment and peripherals.
- Good knowledge of pneumatic locking procedures and principles.
- Considerable knowledge of the principles and concepts of ultrasonic wave reception and transmittal.
- Considerable knowledge of the safety precautions used in electronic trades.
- Good knowledge of general building maintenance techniques and practices.
- Ability to locate malfunctioning electronic components by using diagnostic equipment and available technical manuals.
- Ability to read blueprints.
- Ability to maintain record inspections and repairs made.
- Ability to remain on-call 24 hours a day.
- Ability to attend work regularly and reliably.
- Skill in the use of test meters and electronic diagnostic equipment.
- Skill in the operation of hand tools.
PHYSICAL REQUIREMENTS:
- Ability to climb ladders to make inspections and repairs.
- Ability to lift and carry loads up to 50 pounds.
- Ability to work in a bent or kneeling position for extended periods of time.
- Ability to negotiate cramped spaces.
- Digital dexterity is needed for the operation of diagnostic and repair equipment.
- Ability to communicate orally.
- Visual acuity is necessary for equipment operation and visual inspection of electronic and electrical systems.
- Ability to work in a constant state of alertness and in a safe manner.
- Ability to concentrate for long periods of time.
EDUCATION AND EXPERIENCE:
Completion of high school plus advanced vocational training in basic electronics or related area; Considerable work experience in the repair and maintenance of electronic equipment and electromechanical devices, communication systems, surveillance systems, or a related area; or any equivalent combination of experience and training which provides the required skills, knowledge, and abilities.
Employment is contingent upon the successful completion of a criminal background check and motor vehicle report.
In addition to the pre-employment checks, all employees who operate county vehicles are required to undergo an annual motor vehicle report.
Must possess or be able to obtain a valid Arkansas driver's license.
This position is safety-sensitive and is subject to random drug and alcohol testing.
Regular and reliable attendance is an essential function of this position.
