The City of Plano Public Works Department is looking for a driven and detail-oriented Construction Inspector to join our Drainage Division! In this essential role, the ideal candidate will be at the forefront of ensuring the quality and safety of our city's infrastructure by inspecting franchise utility repairs on sidewalks, curbs, alleys, and streets. They will also participate in engineering project walkthroughs, evaluate critical drainage assets, and support field crews with debris removal when needed. Distinguishing Characteristics: This is the journey-level classification in the Construction Inspector series that follows diversified procedures and implements processes to accomplish end results, within guidelines. Immediate supervision is available upon request. This class is distinguished from Construction Inspector, Senior in that the latter is a higher-level class in the series that performs more complex technical, investigative, and supervisory duties requiring a higher level of knowledge and skill.
Examples of ESSENTIAL JOB FUNCTIONS

- Conducts on-site inspections of construction projects, water mains, sanitary sewers, storm sewers. City maintained water mains, streets, alleys, and drainage channels.
- Maintains an accurate asset records and daily log of assigned projects.
- Investigates and responds to complaints relating to easements, streets, alleys, rights-of-way, and construction activities; coordinates project activities with contractors and other departments as needed.
- Inspects privately maintained sites; meets with Homeowner's Associations and residents regarding easement issues; investigates complaints and identifies maintenance responsibilities.
- Checks operation of fire hydrants, water valves, and tests water systems.
- Reviews and interprets plat and construction plans to ensure compliance.
- Evaluates street, alley, and sidewalk conditions to determine the amount of work needed in a given area; inspects sanitary sewers and the rehabilitation of sewer mains, manholes, and services laterals.
- Collects data and maintains inventories of City infrastructure; prepares quantity reports on infrastructure rehabilitation; inputs data into City databases.
- Participates in the training and guidance of new inspectors.
- Responds to inquiries from administration staff, City staff, and citizens; provides general information and responds to questions as appropriate.
- Regular and consistent attendance for the assigned work schedule is essential.
Marginal Duties:
- Performs other duties as assigned.
Typical Decisions: The incumbent interprets plans and specifications to ensure compliance and verifies that infrastructure is constructed in accordance with the plans and specifications.
Minimum Qualifications:
Knowledge of: Public Works and Utilities construction or construction of water pump stations and elevated water storage tanks; geotechnical quality control instruments; civil construction methods and standards; construction health and safety standards and procedures.
Skill in: Communicating effectively both verbally and in writing; reading and interpreting engineering plans; working with little or no direct supervision.
Education: High school diploma or GED equivalent.
Experience: Two (2) years of experience in the inspection of construction projects, including field surveying.
Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.
Licenses and Certifications: Texas Class C driver's license (must obtain within 30 days of hire per state law); certification as a Construction Inspector is desirable.
Conditions of Employment: Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.
Physical Demands and Working Conditions: Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to work in the field inspecting housing units, including traversing uneven terrain, to operate a motor vehicle, and tools and equipment, and to visit various City sites; vision to inspect assigned facilities, to read printed materials and a computer screen; hearing and speech to communicate in person, before groups, and over the telephone. The job involves fieldwork requiring frequent walking conducting inspections to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator, to operate standard office equipment, to turn faucets on and off, manipulate doorknobs, conduct tests and to operate tools and equipment. Positions in this classification bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information, obtain samples, and set up equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 35 pounds.
Employees partly work in the office and partly in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental policies and procedures.
