Electric Program Supervisor - Service Planning

The City of Redding - Electric Department (REU) is seeking an experienced and highly motivated professional to lead our Service Planning team. This supervisory role oversees the design and coordination of new and modified overhead and underground electric transmission and distribution facilities within the City of Redding. The successful candidate will supervise Distribution Planners, support strategic system planning, coordinate cross-departmental and inter-agency efforts, and ensure that electric utility services are delivered safely, efficiently, and in compliance with industry standards.
The ideal candidate will demonstrate strong leadership and communication skills, a collaborative mindset, and deep knowledge of electric utility transmission and distribution design and standards. Proficiency in work order systems and distribution design tools such as AutoCAD, O-Calc Pro, and Automated Utility Design (AUD) is preferred. A strong customer focus and the ability to manage both technical details and broader administrative responsibilities are key to success in this role.
- Supervise Electric utility Distribution Planners.
- Attend Board of Administrative Review Meetings (BAR), Planning Commission meetings, and other meetings with City departments, the public and developers to advise the general public, City officials, customers, contractors, consultants and architects on matters relating to the City's Electric Utility Service Policy, City codes, and practices.
- Supervise the preparation of/or prepare the more complex electric transmission and distribution designs required to serve new development or upgrade the electric utility system.
- Supervise and coordinate the development of Electric Department transmission and distribution standards. Evaluate new transmission and distribution products for possible system use.
- Implement needed changes and improvements to City Municipal Code, Electric service policy, work order procedures, and other City/Department policies and procedures, to improve efficiency of operation of the Electric utility and improve service to the developer/customer.
- Coordinate the on-going development of Electric Department work order system.
- Work with staff of other departments, the Development Community and other agencies to facilitate implementation of procedures which will result in improved efficiency of the Electric Department and provide better service to the customer.
- Coordinate joint utility and other inter-agency activities for the service planning section of the Distribution Division of the Utility.
- Coordinate needed transmission and distribution engineering technical support for the Electric Utility Field Operations Section.

- Knowledge of electrical theory, principles and practices relating to electric transmission and distribution engineering
- Knowledge of land use requirements for obtaining permits and rights of way
- Knowledge of overhead and underground transmission and distribution construction standards, techniques, methods, equipment and materials
- Knowledge of utility policies and practices
- Knowledge of California PUC General Orders 95 and 128, the National Electric Codes and the National Electric Safety Code
- Ability to effectively interact with the public and other employees
- Ability to speak and write effectively
- Ability to develop and coordinate transmission and distribution plans required to serve new customers and maintain reliable service to existing customers
- Ability to work effectively with the development community, City staff and other agencies in providing technical information/assistance required to provide timely and reliable electric service
Education, Experience, and Special Requirements:
Any combination of training an experience that provides the required knowledge, skills, and abilities in qualifying.
- Typical education would include an Associate of Arts degree from an accredited college, or university, or equivalent with appropriate technical coursework.
- Typical experience would include seven years relevant experience in the electric utility transmission and distribution (T&D) field with five years in electric utility T&D estimating/design or related areas.
- Possession of a valid California driver's license or the ability to acquire on within ten days of appointment.
