POSITION SUMMARY:

The DBE (Disadvantaged Business Enterprise) Contract Administrator is responsible for ensuring compliance with federal, state, and local DBE program requirements throughout the procurement and contract lifecycle. This role monitors and enforces DBE participation goals, reviews contract documents for DBE provisions, coordinates outreach to certified firms and supports reporting and audit activities. The DBE Contract Administrator serves as a liaison between internal departments, contractors, and DBE firms to promote equitable contracting opportunities and maintain program integrity.

Performs other duties in alignment with the COTA Strategic Plan and in support of the organization's vision to Move Every Life Forward.

ESSENTIAL JOB FUNCTIONS:

  • Ensure that contractors meet established DBE participation goals and remain fully compliant with all applicable federal, state, and local DBE program requirements throughout the contract lifecycle.
  • Oversee and maintain continuous monitoring of DBE utilization during contract performance, verifying adherence to committed participation levels and identifying discrepancies or shortfalls.
  • Design and implement analytical methodologies to assist the Chief Financial Officer in establishing project-specific and annual DBE participation goals in alignment with regulatory guidance and market availability.
  • Thoroughly evaluate procurement solicitations and contract language to verify the proper inclusion of DBE provisions, ensuring enforceability and clarity of compliance expectations.
  • Confirm timely submission and accuracy of all required DBE compliance documentation from contractors, including commitment forms, subcontractor affidavits, and proof of certification.
  • Represent COTA at industry outreach events to engage and identify eligible DBE firms. Develop and implement targeted outreach strategies to broaden participation and awareness of COTA contracting opportunities.
  • Establish and manage a reliable system for tracking and maintaining comprehensive records of DBE participation and compliance activities, ensuring data integrity for internal and external reporting.
  • Compile, analyze, and submit detailed DBE compliance reports to appropriate regulatory agencies and internal stakeholders in accordance with required deadlines and reporting standards.

MINIMUM EDUCATION & EXPERIENCE REQUIRED:

  • Requires a Bachelor's Degree and five (5) years of progressively responsible experience in public procurement, contract administration, or related area, an equivalent combination of education and experience. Experience working with minority and female owned businesses preferred.
