Purchasing Manager

The City of Portage is looking for an experienced and reliable Purchasing Manager to join our Finance Team! If you are passionate about ensuring an ethical, transparent and uniform purchasing process, then this is your opportunity to make an impact.

What You'll Do:

• Administer a uniform, ethical and reliable system of procurement for projects and services while ensuring adherence to all federal, state, and local regulations.
• Develop and distribute bids and requests for proposal packages within budgetary limitations.
• Perform bid openings and conduct pre-bid meetings.
• Prepare contracts, recommend approval of change orders and pay estimates.
• Maintain procurement records such as items or services purchased, costs, delivery, and product quality or performance.
• Review requisitions for compliance with purchasing policies.
• Serve as the administrator for the purchasing system software. Train purchasing system software users and manage procurement databases.
• Administer the risk management insurance programs, liability insurance, third party contracts, self-retention funds and other risk coverage, recommending improvements as necessary.

What We're Looking For:

• Bachelor’s degree in Business, Public Administration or a related field.
• Minimum of five years of experience in purchasing or a related field or an equivalent combination of education and experience.
• Excellent organizational, communication and presentation skills.
• Ability to manage multiple priorities, projects, deadlines.
• Position is required to work onsite.

Preferred Items:

• Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO) designations desired.
• The incumbent will be required to earn the CPPB certification within the first year.
