Knowledge of & Ability to + Principles and practices used in conservation, building construction, roads and bridges, equipment operation and maintenance, basic electrical, plumbing, heating and cooling and septic and water systems + Materials used in road, bridge, culvert, facility construction and maintenance work + Operating techniques of the equipment used in construction and maintenance work + Safe work practices + English language to include basic grammar, sentence structure, and punctuation Ability to: + Be on-call as needed + Train, manage, evaluate, discipline, and motivate staff in accordance with county employment policies and work rules/procedures + Learn, apply and articulate departmental programs, operations, rules, regulations and policies + Represent Johnson County and perform duties in a professional, responsible and trustworthy manner + Provide customer service that is courteous and responsive + Maintain accurate records and be attentive to detail + Establish and maintain effective working relationships with co-workers, employees, supervisors, contractors and members of the public + Maintain confidentiality of information as appropriate + Operate construction/grading and a variety of other equipment such as transit and laser level and related instruments + Use a computer and related software programs for the purposes of word processing, spreadsheets, presentations, e-mail and Internet + Operate common office equipment such as calculators, fax and postage machines, photocopiers, multi-line telephones and two way radio systems + Handle multiple tasks with competing priorities + Handle moderate levels of stress, meet deadlines and solve problems appropriate to the position + Organize and present facts, ideas, and opinions clearly and concisely, orally and in writing to groups and individuals in formal and informal situations + Understand and follow written and oral instructions + Have clarity of speech, hearing, and writing which permits effective communication + Have sufficient vision which permits production and review of a wide variety of materials both in electronic and hard copy forms + Have sufficient manual dexterity to make handwritten notations and which permits light to moderate use of a keyboard and mouse + Perform manual labor (light to moderate) for short periods of time + Sit, bend, climb, balance, stoop, kneel, twist, crouch and crawl + Stand and walk frequently, sometimes on uneven and unstable surfaces + Communicate with public regarding forestry, wetland and prairie management + Work outdoors on all types of terrain in all types of weather + Occasionally lift, carry, push and/or pull amounts weighing up to 100 pounds + Have sufficient personal mobility to complete field work at various county facilities and worksites + Work flexible schedule and additional time as needed Minimum Education, Training & Experience & Special Requirements High school graduate or equivalent AND five (5) years of progressively responsible road maintenance or construction work including supervision OR any equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities. Special requirements: Must pass background check. Valid driver's license and insurable under county liability coverage. Specific Duties to be performed satisfactorily with or without reasonable accommodation The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned. + Supervise assigned staff and assist in the recruitment, selection, training, evaluation, discipline, and discharge of personnel. + Assist in assigning staff and equipment to various projects; instruct staff and inspect work upon completion. + Inspect County Parks, roads/parking lots, bridges, buildings and signs, taking notice of needed repairs or maintenance. + Consult with Director and Operations Superintendent about repairs. + Coordinate projects, serve as a project liaison with landowners, staff and contractors and review areas, facilities and grounds. + Oversee and inspect contractors' maintenance and repair projects and development projects. + Assist in calling maintenance crews for snow removal, flood damage, storm damage and other related emergencies. + Assist with product inventory and stock items related to budget. + Address neighboring resident complaints and inquiries and public inquires. + Assist in directing the repair and maintenance of buildings and grounds. + Assist in preparation of the maintenance budget and monitor expenditures. + Assist with electrical, plumbing heat and cooling septic and water systems. + Assist in managing County's Trail System and maintenance practices. + Work on projects such as prairie burns, noxious weed eradication, habitat rehabilitation, park clean-up, and other conservation work. + Provide back-up for Operations Superintendent as needed. + Attend work related meetings and participate in training opportunities as requested to stay up to date with job requirements. + Perform all work duties and activities in accordance with Conservation Board policies, procedures and safety practices. + Attend work regularly. Compensation Employees serve a six-month probationary period and are eligible for meritorious performance compensation increases based upon performance evaluations. Dental Care Coverage Eligible employees may elect dental care coverage the first of the month following one full month of employment. Coverage is 1 times annualized compensation rounded up to the nearest thousand in group term life insurance and AD&D. Long-Term Disability Eligible full-time employees are covered after 60 days of employment. County provides up to 2 years of long term disability coverage at 66 2/3% of the employees wages as a result of injury, sickness or pregnancy; employees may opt to purchase additional coverage. IPERS Iowa Public Employee Retirement System is a mandatory defined benefit retirement plan designed to supplement both Social Security and private savings. Non law-enforcement employees contribute 6.29% and the County contributes 9.44%. Deferred Compensation (457) A deferred compensation plan is offered that provides tax advantages and an additional means in which to save for retirement with an easy payroll deduction. Employees may select from several companies offering deferred compensation. The County will match up to $40/biweekly, and employees are vested on day 1. Discounted Bus Pass Full-time and part-time employees are eligible to purchase discounted bus passes for Iowa City Transit and Coralville Transit for commuting to/from their jobs as Johnson County employees.
