Utilities Distribution Operator III

The role of Utilities Distribution Operator III performs routine and emergency repair service to water lines, reclaimed water lines, valves, meters, and appurtenances; responds to and evaluates emergency utility calls, determines the appropriate action to be takes, and undertakes corrective action to resolve the emergency while mostly working independently; locates water/wastewater and reclaimed water lines for private contractors; updates maps and charts of water and reclaimed water systems. This position is required to perform on-call duty on a scheduled basis. Position schedule is Sunday- Wednesday 7am- 5:30pm.

***Pasco County provides a career path for advancement from a Utilities Distribution Operator III to Utilities Distribution Operator II, then a Utilities Distribution Operator I, when certifications, license, experience, and performance requirements and expectations are met.Performs semi-skilled labor in a field environment while assisting with the installation, maintenance, and repairs of water distribution system appurtenances (i.e., water plant facilities, water mains, meters, service lines, fire hydrants,and valves). This function involves using and working with a wide variety of tools and materials with an understanding of general water infrastructure maintenance. Operates heavy equipment such as, trencher, dump truck and trailer, boring machine, airjetting compressors, and valve machines. Responds to service requests and emergency callouts for repairing and servicing routine and emergency water system problems throughout the service area to minimize service interruption to customers. Completes assigned daily work orders on laptop or other device using asset management/work order software. Locates and marks county water, wastewater and reclaimed lines for private contractors and other utility companies to ensure against possible damage while utilizing maps, GIS. Assists with activities in the construction, installation, replacements, repairs, and maintenance of water distribution systems. Evaluates, coordinates, and repairs leaks to minimize service interruption to customers.Identifies potential problems within the system and takes the necessary corrective action. Performs manual labor in a field environment safely and efficiently. Maintains an adequate stock of material on assigned vehicle to ensure new connections and repairs are made efficiently and effectively. Interacts with the general public, contractors, and vendors in an effective and professional manner. Demonstrates commitment and dependability with regular attendance, punctuality, and adherence to schedule of availability. Ability to lift, move, push and/or pull heavy objects, sometimes weighing up to 100lbs. Performs other related task as required. Knowledge of:

• Water distribution systems construction, installation, and maintenance techniques. Basic backflow and cross connection concepts in order to protect the public from potential contamination.
• Landscaping techniques to restore an area where emergency maintenance has taken place.
• Safe practices used in utility operations.

Ability to:

• Anticipate, recognize, and evaluate employee exposure to unsafe conditions on a job site.
• Determine construction requirements and materials needed to complete projects.
• Use hand tools and power tools for installing and repairing distribution lines, hydrants, and main line valves.
• Perform manual labor in a field environment safely and efficiently.
• Work independently, without close supervision and use good judgement.
• Understand and follow verbal and written instructions and communicate clearly and concisely.
• Accurately complete records, documents, and reports.
• Interact with co-workers, supervisors, and the public in a professional and courteous manner.

Skilled in:

• Assessing utility system problems and taking the necessary corrective action.
• Safe and efficient operation of hand and power tools to repair and service water distribution systems.
• Operate service truck, plate compactor, tap machines, power saws, and associated maintenance equipment.

PHYSICAL SKILLS/WORKING CONDITIONS: Ability to communicate effectively using verbal, written and visual communication. Must be able to work weekends, holidays emergency overtime or when assigned standby duty. Takes On-Call duty on a rotating basis to respond to after hour and weekend call outs as needed. Ability to stand, walk, kneel, crouch, climb, crawl, stoop, pull, push, reach, use of hands, mental acuity, visual acuity, and repetitive motions. Ability to lift, move, push and/or pull heavy objects, sometimes weighing up to 100lbs. Work is performed outside in heat, cold, wet, and high humidity.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from high school or possession of an acceptable equivalency diploma and two (2) years of progressively responsible experience in utility construction and water/reclaimed maintenance required.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida Commercial Class "B" driver's license with tanker endorsement. Must have the following: FDEP Water Distribution Systems Operator Level III License, Maintenance of Traffic (MOT) Intermediate certificate, Confined Space Certification, Trenching and Shoring certification, and FEMA ICS 100, ICS 200,ICS 700, and ICS 800 (NIMS). First Aid and CPR certification.
