Position Title: Contract Project Manager (CPM)

Area of Requirement: Fort Leonard Wood MTF (GLWACH) Scope of Position: As the prime contractors single point-of-authority for all Operations & Maintenance (O&M) Services at the General Leonard Wood Army Community Hospital and associated facilities, the CPM is accountable for defining the comprehensive execution strategy, ensuring all work aligns with the PWS, and maintaining continuous communication with government and contractor leadership. This role includes developing phased transition plans for mobilization and demobilization; verifying alignment of staffing, materials, and subcontractor efforts; and proactively identifying risks to patient care continuity. The CPM chairs executive-level reviews of performance metrics, technical innovations, and budget adherence, and leads corrective-action committees to rapidly resolve any non-compliance or quality shortfalls.

Tasks and Capabilities Required:

Program Management & Reporting:

o Create and maintain a dynamic, resource-loaded master O&M schedule covering Base Period and multiple Option Years, complete with critical-path identification, float analysis, and scenario-based what-if workload modeling.

o Lead weekly Integrated Program Management Reviews (IPMR) and ad hoc executive briefings; prepare stakeholder-specific dashboards summarizing Key Performance Indicators (KPIs), trend-line performance, and actionable insights.

o Oversee the development of technical white papers to propose continuous-improvement initiatives and value-engineering opportunities.

Contract Compliance & Risk Control:

o Implement the contractors Quality Control Plan, including scheduled audits of work classification accuracy (E/U/R), root-cause analyses of deficiencies, and the development of mitigation strategies.

o Monitor adherence to NFPA, TJC, UFC, OSHA, EPA, and state/local codes via digital compliance trackers; coordinate with the COR during on-site government inspections and surveys.

o Facilitate Lessons Learned workshops post-surveys, synthesizing corrective actions into updated procedures and training modules.

Resource & Budget Management:

o Develop and approve labor-loading models, material requisitions, and subcontractor scopes of work; track expenditures against a fixed-price budget and forecast Option Year pricing requirements.

o Authorize service orders for Optional Services AR, ensuring scope alignment with budgetary provisions and timely delivery of deliverables.

Stakeholder Engagement:

o Serve as 24/7/365 emergency escalation point; maintain a rapid-response plan that ensures on-site arrival within one hour for life-safety and mission-critical events.

o Liaise with MTF Medical Equipment Management Office (MEMO), Infection Control, Environmental Services, and Biomedical Engineering to coordinate multidisciplinary support during accreditation surveys.

Mandatory Experience and Certifications:

Minimum five (5) years experience managing O&M for major bedded-hospital or large medical complexes, including supervision of multi-trade technical teams of 50+ personnel.

Demonstrated proficiency with DMLSS-FM workflows, RPSS nomenclature, and Master Data configuration.

In-depth knowledge of NFPA 101, NFPA 99, TJC Environment of Care, UFC 3-600-01, OSHA 29 CFR 1910, and relevant state/local life-safety codes.

ASHE Certified Healthcare Facility Manager (CHFM) certification is desirable, reflecting advanced competency in health-care facility management standards.
