Duties

Duties at the G band:

Performs a mixture of basic and routine (but progressively more difficult) assignments under the close direction of a manager, project/program manager, team leader or more experienced technical specialist.

Applies basic knowledge of engineering principles, theories and concepts applicable to his/her discipline to accomplish assignments. Typical assignments may include design work; field inspections; collecting and analyzing data; performing trend analyses and engineering testing.

Duties at the H band:

Applies experience and detailed knowledge of environmental engineering principles and practices to accomplish assignments. Provides the environmental compliance design element review for Engineering Service construction and maintenance projects. Coordinates with additional State and Federal Agencies to verify Environmental Compliance. Environmental issues are identified in projects and mitigated. Responsible for project design, cost estimation, engineering package development, pre-bid site surveys with contractors, review and negotiate contract proposals and submittals, resource agency coordination, permit acquisition, reviewing plans and specifications for new installations and systems or modification to existing facilities to ensure compliance with established environmental laws and regulations, working with managers and project engineers to resolve environmental compliance issues.

Demonstrates independence in planning time and using assigned resources to accomplish assignments. Policies and procedures arc established for most routine assignments; however, some assignments may allow incumbent to select the most appropriate approach.

Duties at the I band: Functions as a fully qualified engineer for the implementation of FAA Order 3900.57A (Environmental and Occupational Safety and Health Requirements in the Planning and Execution of Construction and Maintenance Activities). Duties include resource agency coordination, permit acquisition, reviewing of plans and specifications for new installations and systems or modifications to existing facilities to ensure compliance with established Federal, State, and Local Government environmental laws, regulations, working with various ES managers and engineers to resolve environmental compliance issues, developing and submitting an environmental compliance budget. Provide instructional classes to inform stakeholders of environmental regulations and compliance issues. Works directly with legal counsel on issues and guidance, as well as providing support to Engineering Service personnel.

Contacts are internal and external. May act as a technical point of contact to provide advice and guidance on the application of policies and procedures. May be called upon to communicate FAA positions on policies and procedures internally and externally.

Qualifications

Basic Requirements: Applicants must have a bachelor's degree in engineering or combination of education and experience.

A. Degree: Successful completion of a full four-year professional engineering curriculum leading to a bachelor's or higher degree in engineering in an accredited college or university. To be acceptable the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics;

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

  • Professional registration or licensure: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico;
  • Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico;
  • Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A;
  • Related curriculum: - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Specialized Experience: In addition to the basic requirements, all candidates must demonstrate one year (52 weeks) of specialized experience equivalent to the next lower grade in the Federal service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and that is typically in or related to work of the position to be filled.

To qualify for this position at the FV-G (FG/GS 5/7/9) level, you must meet the Basic Requirements as stated above and demonstrate experience performing engineering investigations and research.

To qualify for this position at the FV-H level, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to FV-G or FG/GS-5/7/9 in the Federal Service.

Specialized experience includes: experience includes contributing to design review for construction projects ensuring compliance with Federal, State, and local laws and regulations. Understanding of applicable environmental laws and permits.

To qualify for this position at the FV-I level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H or FG/GS-11/12 in the Federal Service.

Specialized experience includes experience in analyzing environmental data and providing recommendations to management for alternative solutions to correct problems and issues.
