Under limited supervision, the Construction Inspector is responsible for the inspection of utility and site construction associated with development projects to ensure the safety, economy and compliance of said projects through plans, specification, various codes, and departmental policies; job tasks may include inspection of public and/or private development construction and public right of way use permits; coordination with other City departments concerning construction related matters; and providing information to the public concerning engineering and construction related issues.
ESSENTIAL JOB FUNCTIONS
- Performs field Inspections of site grading, temporary erosion and sediment controls, water (connection to public water lines, domestic, fire lines, valves, and services), wastewater (mains, manholes, services, and cleanouts), stormwater (mains, manholes, outfalls, and ponds), driveway and pavement construction (sub-grade, base courses, curbs, gutters, striping, signs, asphalt, and concrete pavement), sidewalks, and traffic control/work zone safety;
- Inspects and coordinates utility construction inspections for right of way use permits;
- Interacts with contractors and the public as a representative of the City on construction related matters;
- Reviews plans and specifications of construction projects;
- Serves on Development Services Committee to discuss construction projects, issues, and project close-out;
- Schedules and leads preconstruction meetings between contractors, developers, and other city departments for private development and right-of-way use projects as required;
- Oversees the performance of field inspections to evaluate the work performed and materials used; verifies quality of workmanship, quality of materials used, and compliance with plans, specifications, estimates, applicable codes and regulations;
- Notes deficiencies and deviations from plans; refers serious problems and disagreements in interpretation to developers engineer and city engineering staff;
- Meets and corresponds with consulting engineers, developers, and contractors to discuss site developments and plan revisions;
- Responds to and resolves public inquiries and complaints related to construction projects and development;
- Leads final project walk-through meetings to review data and answer questions as needed;
- Coordinates the close-out process by obtaining as-built plans and other required close-out documents and approves the issuance of a certificate of occupancy for each project;
- Coordinates with GIS staff on as-built plans;
- Reviews and makes recommendations in maintaining and updating inspection records and files;
- Maintains good documentation and files on all projects and supplements inspection records with photographs;
- Responds to requests for information, provides technical information to city staff as authorized and provides assistance to the public within scope of authority;
- Night and weekend work may be required, particularly for inspection of water system connections;
- Performs such other related duties as may be assigned.
MINIMUM REQUIREMENTS
Associate's Degree in Engineering, or related field,
At least two (2) years of experience working in land development for a municipality or consulting engineer; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Certifications and Licenses
TCEQ Class C Water Distribution Operator, Class II Wastewater Collection Operator certification or ability to obtain within one year of employment.
Valid Drivers license with acceptable driving record.
Organizational Relationships
Reports to: Engineering Services Manager
Directs: This is a non-supervisory position
Other: Has frequent contact with engineers, contractors, inspectors, appraisers, surveyors, attorneys, developers, property owners, and citizens
Knowledge: Construction methods and standards; utility ordinances; Texas Commission on Environmental Quality (TCEQ) regulations for stormwater and water and wastewater systems; applicable laws, ordinances, specifications, regulations, and functions pertaining to engineering issues.
Skill/Ability: Operate a computer and mobile device using standard word processing and spreadsheet software; establish and maintain effective working relationships with local and state government officials and the general public; coordinate and interact with other departments; demonstrate proficiency in both oral and written communication; gather, compile, and analyze a variety of data and make sound decisions regarding that data as it applies to providing services; and read and interpret information from construction plans and maps.
