Role: Senior Architect/Engineer (CM-SA/E)
Location: Hines Veterans Affairs Medical Center (Hines VAMC) located at 5000 South 5th Avenue, Hines, IL 60141
Duration: 3 years
Client: VA
Pay Range: $100,000 - $140,000
The intent of this contract is to expand the VAs capabilities for contract management oversight of projects and project support services to the Contracting Officer Representative (COR). The required support shall be needed to meet the Electronic Health Record Modernization (EHRM) infrastructure upgrades across Hines Veterans Affairs Medical Center (Hines VAMC) located at 5000 South 5th Avenue, Hines, IL 60141
Key Responsibilities:
The government requires a Senior Architect/Engineer (CM-SA/E) that will be on-site for the duration of the EHRM Construction Project. This individual will provide professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM. This includes assisting the Contracting Officer and the Contracting Officers Representative in the areas of project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.
The Senior Architect/Engineer shall be required to perform services including, but not limited to, the following (in no particular order)
a. Planning- Services may include coordination with initial planning efforts; site studies; Market Analysis, site investigations; site surveys; assisting in preparation of budgets and cost estimates; assisting in preparation of preliminary schedules; providing the estimator and VA guidance on cost modeling and analysis; and cost control management.
b. Value Engineering Services- Services may include: Conducting/participating in value engineering workshops and analysis of value engineering proposals.
c. Market Analysis- Services may include conducting market analysis based on the size and scope of the project and provide findings of local and regional construction market conditions.
d. Constructability and Phasing Review- Contractor will support phasing by implementing design reviews from EHRM projects ensuring the design meets VA standards and specifications. Contractor will prepare a study working with the facility staff and project management to analyze the constructability of the proposed project in terms of impacts to facility operations. Services may include analyzing parking; utility shutdowns and relocations; staff and patient access; assist in safety risk analysis; and noise, dust and exhaust fumes impacts.
e. Construction Phase Scheduling- Services may include preparing and maintaining daily dairies for project activities noting events affecting construction. Maintain a current project schedule, coordinate with general contractor and compare project progress against Contractor (CM) schedule and general contractors schedule. Contractor (CM) shall address all schedule slippages to the Resident Engineer and make recommendations for adjustments in the project.
f. Progress Meetings- Conduct or attend weekly or bi-weekly- project meetings to review and monitor projects and project schedules review of construction contractor payment requirements (including preparation of necessary forms for payment processing by VA).
g. Assisting in Issue Resolution- Contractor shall keep thorough records of occurrences, contracts, and others construction related matters of the project in order to assist the VA in conflict resolution. Perform scheduling, conduct and document regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues accordingly.
h. Performing Additional Construction Related Services- Services may include but not limited to; performing routine inspections of construction as work proceeds, taking action to identify work that does not conform to the contract requirement, compiling, thorough site inspections, lists of defects and omissions related to the work performed and providing these lists to the contractor for correction; monitoring project financial data and budgetary cost accounting; assisting in relocation efforts; administration of construction contract change orders (preparing cost estimates, reviewing cost proposal); Submittal Review; Request for Information Review and Responses; Daily Logs of Activity; coordination of Owner supplied equipment; and other services as may be required by the VA.
Required Qualifications:Senior Architect/Engineer (CM-SA/E) shall hold a four (4) year Bachelor of Science Degree from an accredited school of higher learning and have a minimum of six (6) years experience, in both design and construction, practicing as an Architect, Engineer or Construction Manager
Educational requirement may be substituted by fifteen (15) years of directly related experience. Professional Experience shall consist of seven (7) years of experience in management of facility construction projects including supervision of engineering, design and construction, schedule control, cost management and program budgeting, and overall project management activities.
The CM-SA/E shall be able to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each in relation to this Project.
The CM-SA/E shall posses the knowledge of Construction Contract Documents including Front End and Technical Specifications and Drawings to readily understand and assess the requirements.
The CM-SA/E must have the skillset and a working knowledge of engineering services, building codes, budgeting and scheduling to lead to the projects success.
The CM-SA/E must possess the skillset and competency to supervise and manage personnel of diverse skillsets.
