Pay Range: $80000k - $110,000k

The intent of this contract is to expand the VAs capabilities for contract management oversight of projects and project support services to the Contracting Officer Representative (COR). The required support shall be needed to meet the Electronic Health Record Modernization (EHRM) infrastructure upgrades across Hines Veterans Affairs Medical Center (Hines VAMC) located at 5000 South 5th Avenue, Hines, IL 60141

Key Responsibilities:

he government requires a Construction Administrator (CM-CA) that will be on-site for the duration of the EHRM Construction Project. This individual will provide professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM. This includes assisting the Contracting Officer and the Contracting Officers Representative in the areas of project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.

The Construction Administrator (CM-CA) shall be required to perform services including, but not limited to, the following (in no particular order)

a. Monitoring Project Financial Data and Budgetary Cost Accounting- Services may include administration monitoring of cost accounting; administration of construction contract change orders; maintaining spread sheets indicating project funds allowances, obligations, payments, balances, planned expenditures, etc., assist in the documentation of the administration of construction contract change orders (preparing cost estimates, reviewing cost proposal, preparing change order packages for the Contracting Officer).

b. Progress Meetings- Conduct or attend weekly or bi-weekly project meetings to administer and systemize project documentation such as construction reports, correspondence, and relevant construction documentation.

c. Assisting in Issue Resolution- Contractor shall keep thorough records of occurrences, contracts, and others construction related matters of the project in order to assist the VA in conflict resolution. Perform scheduling, conduct and document regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues accordingly.

d. Performing Additional Construction Related Services- Services may include but not limited to; administration of construction contract change orders, cost estimates, cost proposals; administration of Submittal Reviews; Request for Information Review and Responses; administration of Daily Logs of Activity; coordination of Owner supplied equipment; and other administrative services as may be required by the VA.

Required Qualifications:

The Construction Administrator (CM-CA) may possess a degree from an accredited institution of higher learning and/or evidence work experience or knowledge to compensate for absence of higher education. A minimum of three (3) years of construction work experience may be substituted and will be reviewed for acceptability. A detailed dossier shall be presented.

The CM-CA shall possess a working knowledge of construction practices and call upon this knowledge to assist in implementing the various plans set forth on the project including Quality Assurance; Safety, Time, Cost, Change and Information Management. They CM-CA shall be familiar with the site operations of a General and Sub-contractor and the process of managing a building construction operation.

The CM-CA must have working experience in monitoring the construction for Quality Assurance. The CM-CA shall have experience in preparing, analyzing and identifying incongruities and deficiencies in the contractors work in relationship with the construction documents. In addition, they shall understand the baseline schedule and assist in determining the value of the acceptable work in place.

Work experience and completed projects shall be identified in the credentials of the individual to show competency to undertake a rigorous program in construction in all identified task order scope of work required solicitation.

The CM-CA shall present three projects of the scale and difficulty at which he/she held a similar position.

The CM-CA must possess Communication, Language, and Software Skills with the ability to utilize a variety of software programs to monitor, update, and produce work products and compile data and records by applying both knowledge of the construction industry and computer literacy.

Experience as a CMa managing VA projects

Experience as a CMa managing Medical projects
