CAPITAL PROGRAM CONSTRUCTION MANAGER
Primary responsibility is the overall construction contract management of the Countys Capital Improvement Program for transportation and stormwater programs including contracts such as resurfacing, sidewalk repair, and intersections. The team will manage over 31 construction and CEI contracts totaling over $265M. Responsible for Emergency Response Damage Assessment team coordination of approximately 35-50 designated damage assessment inspectors under Emergency Support Function-3.

Min $95,742.40 annually

Duties and Responsibilities
- Makes decisions with broad influence on the activities of the CIP Program; makes authoritative decisions and recommendations that are conclusive and impact the CIP;
- Oversee all construction phase work activities for transportation, and stormwater capital projects.
- Directs work of professional staff and consultant project managers by scheduling, assigning, and reviewing work; provides training, coaching, counseling, and performance evaluation for dual purpose of meeting goals and employee career development; develops staffing requirements.
- Ensures work complies with regulatory and environmental requirements, best management practices, and industry standards; interacts with regulatory agencies. May perform quality assurance inspections on performed work
- Determines the type and extent of engineering and related programs required to accomplish the goals and objectives of the CIP Program.
- Negotiates critical and/or controversial issues with top-level engineers, managers, Division and Department Directors; conducts presentations and may represent the Department and/or County at important functions or conferences.

Physical Requirements
- Primarily in an office environment, regularly required to sit and talk; 40+ hours work week. Office and field environment; ability to lift up to 25 pounds; walk on uneven ground. Occasionally in high dust, dirt environment. Occasional exposure to machinery vehicles. Occasionally requires travel, including overnight.
Work Category

Minimum Qualifications Required
- Bachelors degree in civil engineering, or in a related field
Work experience - Minimum of 15 years of experience specializing in civil engineering, highway and/or stormwater construction engineering, construction inspection and/or management.
Or an equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below. (For education and experience only, does not include legally required Licenses or Certifications.)
