Description
The City of Richmond Department of Planning & Development Review is seeking highly qualified candidates to fill the position of Program and Operations Supervisor - Commercial Plan Review. This class supervises and manages a City program or operational area. Incumbents oversee the financial and operational aspects of an assigned program, providing first level supervision of employees. Incumbents supervise staff; implement program goals, objectives, and standards; plan and monitor programs for progress towards objectives; oversee changes in policies and procedures; oversee the maintenance of equipment; participate in special projects; oversee daily accounting and procurement functions; coordinate with clients, peers, the community, and other agencies; manage contracts as well as financial and performance data; and prepare reports.
Incumbents assigned to the Department of Planning and Development Review (PDR) in the Permits and Inspections Bureau oversee coordination of permit processing activities and reviews plans for compliance with Virginia Uniform Statewide Building Code. As assigned, work may include: reviewing submitted plans for compliance with building and or trade construction codes; interpreting information shown on plans; determining if construction adheres to applicable codes; meeting with engineers, owners, and contractors to communicate plan reviews; preparing letters and reports; coordinating the permit process to facilitate timely reviews by other employees and departments; providing information about the Virginia Uniform Statewide Building Code to customers; assisting technicians and engineers at the counter by accepting and processing permit applications; examining systems in building renovations and issuing reports of deficiencies; and providing customer service.
Supervisory duties include conducting performance evaluations, hiring and disciplinary procedures. In addition, duties include creating and implementing a detailed training program and oversite for all new hires as well as on-going training for existing staff. This position would be required to provide regular training for code updates for all staff throughout the year. The position will perform plan reviews as needed, will review the plan review work queues on a daily basis, assign work to staff, perform quality checks on plan reviews for both staff and contractors, respond to customer inquiries and assist the Programs and Operations Manager as needed. The preferred candidate will have ICC and or DHCD certifications for Commercial Building Plans Examiner, Commercial Energy Plans Examiner, Electrical, Mechanical, Plumbing or Fire Protection Plans Examiner at the time of application.
This position should be able to perform plan review in one of the commercial trades. This position would be required to provide detailed training and oversite for all new hires and work with staff to provide training to the new hires if the new hire is not the same trade as the supervisor. This position would be required regular training code updates for all staff throughout the year. The position would review the plan review queues on a daily basis, assign work to staff, conduct performance evaluations and assist the Programs and Operations Manager as needed. The preferred candidate should already have ICC and or DHCD certifications in one of the following areas: Commercial Building, Electrical, Plumbing, Mechanical or Sprinkler plan review.

Duties include but are not limited to
TYPICAL CLASS ESSENTIAL DUTIES: These duties are a representative sample; position assignments may vary.
- Supervises staff; performs duties such as hiring, mentoring, training, reviewing, evaluating, etc.; creates procedures to increase staff efficiency.
- Examines and evaluates plans, specs, and other documents submitted by contractors, engineers, and applicants for compliance. Advises applicants of needed changes (in drawings) to satisfy applicable codes. As assigned, may conduct on-site inspections. Meets and consults with project coordinators, contractors, engineers, owners, etc. to discuss city requirements pertaining to specific projects. Communicates results of review efforts with project owner, engineer, contractor, etc
- Performs routine administrative duties such as responding to emails/phone calls. As assigned, performs other duties including providing customer service support related to processing plans and documents as part of the review process; and provides assistance in processing permit applications, etc.
- As assigned, prepares letters and reports regarding results of the plan examination efforts and procedures to expedite permit processing. Maintains logs, tracking systems, and specialized databases. Communicates and coordinates with staff, other departments, outside agencies, contractors, and others. Reviews programs and corresponding reports; ensures compliance, accuracy, and functionality. Reports on various aspects of programs via meetings, documents, forms, budgets, and spreadsheets.
Qualifications, Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in engineering architecture, building construction, public administration, or related field
- Four years of journey-level professional experience in area related to assignment
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- The preferred candidate will have Virginia Department of Housing and Community Development (DHCD) or ICC certifications for Commercial Building Plans Examiner, Commercial Energy Plans Examiner, Electrical, Mechanical, Plumbing or Fire Protection Plans Examiner at the time of application
- Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
