Class Title

Reports to the Division Manager of Environmental Services . Serves as lead of a major division of Environmental Services and/or principal assistant to the Division Manager. Assist with the implementing, administering and coordinating approval of policies and programs for the department. Meets as necessary with governmental and civic agencies, groups, representatives and individuals to carry out business on the behalf of the government. Develops and recommends new programs, procedures, budget estimates, and best practices designed to improve public service and reduce costs. Reviews and drafts letters, memorandum, proposed ordinances, and resolutions, news releases, and other correspondence.

Duties
  1. Assist Division Manager in development and management of programs to include organizational meetings, rule changes and schedules.
  2. Responsible for the planning, developing, implementing, monitoring and inspecting centralized city-wide Recreations events and equipment.
  3. Plans and develops strategies to create safe and operable facilities to work and play within the Recreations Divisions.
  4. Plans, prepares and implements job tasks approved by Division Manager.
  5. Interprets policies and procedures for staff. Screens applicants, interviews, and recommends new hires, promotions, raises and other personnel needs.
  6. Prepares, approves, updates, handles and submits, as needed, personnel discipline, personnel records, and payroll information.
  7. Meets with contractors and oversees their performance on maintenance work.
  8. Develops budgetary, management and personnel requirements and practices of the division.
  9. Prepares and maintains reports and records including work schedules, work orders, supply requests, equipment requests, and inventory. Maintains operation and expense records of equipment.
  10. Responsible for purchasing, maintaining, and tracking division equipment and inventory.
  11. Responsible for planning, organizing, coordinating and directing the staff and activities of the Recreations Division.
  12. Supervises, coordinate interviews, selects, trains and evaluates staff for division and /or effectively recommends such actions for assigned staff.
  13. Resolve any division issues and ensure that all escalated issues are closed.
  14. Identify areas of improvements and develop action plans.
  15. Attend meetings and hearings as a technical/and or management advisor or participant.
  16. Prepares detailed reports and presentations for the development of short and long term plans for the division.
  17. Act as Division Manager in the absence of current manager.
  18. Assist with renovation projects for the Recreation Facilities and Cargill Baseball Field; meeting with contractors to provide quotes.
  19. Coordinate installation of alarm systems, sound & television systems, rubber & VCT flooring and delivery and/or set-up of furniture, kitchen appliances and exercise equipment.
  20. Responsible for the monitoring progress and reporting to management the status on renovation projects for the facilities.
  21. Maintain an effective liaison with City of Shreveport departments, Inter-governmental agencies, private groups and enterprise.
  22. Coordinates and set-up sound equipment for public meetings and events.
  23. Inspects parks and basketball courts; replaces basketball nets, rims and back-boards as needed.
  24. Responsible for ordering tennis equipment for Bill Cockrell, Querbes Park and Southern Hills.
  25. Performs other duties as assigned or required.
Minimum Qualifications
  1. High School diploma or equivalent.
  2. Bachelor's Degree from an accredited college or university or equivalent years of experience.
  3. Ten (10) years of progressively more responsible experience in maintaining Recreation equipment, Building Maintenance, ATV technology, construction and/or building trades. Two (2) of the ten (10) years must have included administrative, management, and supervisory experience.
  4. Hold a current and valid driver's license.
  5. Hold, or be able to obtain such licenses and certificates as may be required by the Federal, State and City Government.

WORK ENVIRONMENT:

1. May be exposed to insects, dirt, dust, construction debris, and rough and uneven terrain.

2. May work in extreme weather and temperatures

3. May work at heights, in confined spaces, remote locations, or in noisy work areas.

4. Will be required to wear safety protective gear when necessary.

PHYSICAL DEMANDS:

  1. Work is primarily performed in the community center.
  2. Requires constant use of both hands in reaching, handling, grasping, fingering while performing duties and operating computers.
  3. Occasional heavy work includes lifting, carrying, or moving up to 50 pounds. Occasionally ascends/descends stairs and other inclines while maintaining balance. Occasional bending, twisting, at knees, waist and neck.
  4. Constant use of all senses, including feeling, talking, hearing, seeing while performing duties and communicating with co-workers, general public, and completing all tasks as assigned.
  5. Reasonable accommodations may be made to enable individuals with disabilities to perform the duties listed above.

TRAVEL:

Local travel will be required occasionally to accomplish job assignments.

Any higher class or level for which eligible and qualified.
