Mission:The mission of the Texas Department of Banking is to ensure Texas has a safe, sound, and competitive financial services system.
General Description:Performs highly advanced (senior-level) managerial work assisting with the administration of the daily operations and activities of the agencys Administrative Services Division. Daily activities may be related to various accounting areas, including, but not limited to accounts receivable, accounts payable, travel, payroll, and/or financial reporting. In addition, assignments encompass the procurement area to include working with procurement staff to ensure compliance with state procurement and contracting requirements. Other ad-hoc projects may be assigned at the discretion of the Chief Financial Officer (CFO). Supervises the work of others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
Job Duties: Analyze and evaluate accounts payable and accounts receivable documents for compliance with state rules and regulations. Analyze and evaluate travel vouchers for compliance with state rules and regulations and internal Department policies. Analyze and evaluate payroll documents for accuracy and compliance with Department policies and procedures. Analyze and evaluate procurement documentation, including, but not limited to purchase orders, contracts, requests for proposals, and/or requests for qualifications for compliance with state rules and regulations and internal Department policies. Ensure procurement reporting per state rules and regulations. Analyze and evaluate accounting and procurement workflows to identify opportunities to streamline and gain efficiencies and make recommendations to the CFO. Develop and/or revise policy and procedures. Recommend improvements, adaptations or revisions to Administrative Services Division procedures. Ad-hoc project may be assigned as needed. Performs related work as assigned.

Required Minimum Qualification:Experience and Education Requirements:
Manager VI: Graduation from an accredited four-year college or university with major course work in accounting, finance, or a business-related field. Minimum three years of working experience in CAPPS Financials. A graduate degree in accounting, finance, or a business related field of study may substitute for required experience on a year-for-year basis.
Manager VII: Same education as a Manager VI Minimum four years of working experience in CAPPS Financials. A graduate degree in accounting, finance, or a business related field of study may substitute for required experience on a year-for-year basis.

Preferred Qualifications: Three years working experience in USAS. Two years working CAPPS HR/Payroll experience. One year working state procurement experience. Master of Business Administration. Texas Contract Developer Certification. Texas Contract Manager Certification. Annual Financial Reporting Experience. Staff supervision. Government Financial Manager certification or Certified Public Accountant license.
Special Requirements: Position requires at east 10% overnight travel. Must possess or obtain within 90 days a valid Texas Drivers license. Satisfactory driving records are required for driving any vehicle to conduct agency business. Final applicants must certify that personally owned vehicles used for agency business have Texas minimum liability coverage and a valid state inspection. This position requires that the incumbent demonstrate strong personal financial responsibility and integrity. Applicants selected for an interview may be asked to complete a work style profile. Knowledge, Skills, and Abilities: Ability to assist with division management; manage project activities; establish project goals and objectives; exercise sound judgment in making critical decisions; analyze complex information and develop plans to address identified issues; prepare reports; and communicate effectively. Knowledge of generally accepted accounting principles and procedures affecting the maintenance of accounting records and automated accounting systems. Knowledge of theories, principles, and practices of state accounting and procurement processes. Knowledge of and experience in the Centralized Accounting and Payroll/Personnel System (CAPPS) Financials and HR/Payroll. Knowledge of and experience in the Uniform Statewide Accounting System (USAS). Knowledge of and experience in Microsoft Office Suite, including Word, Excel, Access, and Outlook. Ability to work at high level in Excel with complex formulas and spreadsheets. Knowledge of and experience in Adobe Pro, including document editing and accessibility. Ability to interpret and analyze financial and procurement documents and reports. Ability to communicate clearly and effectively, both verbally and in writing. Skill in providing customer service excellence to both internal and external customers.

It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual, speech and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers.
