The Position

The City of Maple Grove is seeking a Engineering Technician responsible for assisting in a variety of surface water management related to the city's Municipal Separate Storm Sewer Permit (MS4) and Local Surface Water Management Plan. As the engineering technician, you will focus on Inspecting and interpreting the conformity of building sites relative to surface water regulations, grading plans, and city ordinances. The ideal candidate will be able to prioritize responsibilities, use good judgement, act decisively, and contribute to a collaborative work environment. Work is performed independently under the general direction of the Water Resources Engineer.   • Inspects drainage and grading work quality in a variety of construction projects during various stages of construction to ensure compliance with construction standards and codes, ordinances and regulations.

  • Inspects and interprets the conformity of building sites relative to surface water regulations, grading plans and City ordinances.

  • Reviews lot surveys prior to building construction

  • Issues orders of correction

  • Reviews completed projects for closing of grading permits.

  • Performs construction stormwater inspections in compliance with MS4 permitting.

  • Responds to resident concerns/complaints regarding local drainage issues.

  • Assists Water Resource Engineer with grading permit applications, review, and issuances.

  • Assists Engineering Department members in projects and tasks related to water resource management issues.

  • Assists in design and analysis of technical data for water resource improvements

  • Serves as technical resource to project inspectors assigned to various public works improvement projects.

  • Miscellaneous tasks related to city water resource management efforts.

  • Coordinates efforts to ensure the City of Maple Grove is an equitable, inclusive, and respectful organization and supports the City's mission, vision, and core values.

  • Demonstrates ability to understand and respect the diversity of customers and co-workers, effectively communicating with individuals whose first language may be one other than English.

MARGINAL FUNCTIONS

  • Assists the City's Pond Maintenance Program
  • Performs other related duties and responsibilities as required.

Knowledge of:

  • General engineering practices and procedures.
  • Construction codes and regulations.
  • Departmental procedures, policies and rules.
  • Federal, State, and Local wetland protection rules and regulations.
  • MPCA rules and regulations
  • Microsoft Office, ArcGIS

Ability to:

  • Use word processing, spreadsheet and other departmental software.
  • Occasionally lift up to 50 pounds.

An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

MINIMUM QUALIFICATIONS:

  • Equivalent of two years of college or similar advanced course work in water resource science, environmental studies/science, or closely related field or equivalent experience in water resources or closely related field.
  • Minimum one year of increasingly responsible work experience as an engineering technician or closely related position including working in soil or water resources, drainage, or related field.
  • Possession of, or ability to obtain an appropriate, valid Minnesota driver's license.
  • Possession of, or ability to obtain within one year of hire, the University of Minnesota Construction Site Management Certification or equal.
  • Possession of, or ability to obtain within one year of hire, the University of Minnesota Construction Design of Construction Storm Water Pollution Prevention Plan Certification or equal.

DESIRED QUALIFICATIONS:

  • Bachelor's degree in water resources science, environmental studies/science, or closely related field.
  • 3 years or more of responsible work experience as an engineering technician or closely related position.
  • Previous experience working with a municipality engineering department.

WORKING CONDITIONS

Environmental Conditions:

Field and office environment, exposure to computer screens and inclement weather conditions when conducting site inspections.

Physical Conditions:

Essential and other important responsibilities and duties require maintaining physical condition necessary for sitting for prolonged periods of time; general manual dexterity; adequate hearing, vision, and speech required; must be able to operate assigned equipment.
