Overview
The Contract Analyst performs contract and programmatic analysis related to small, disadvantaged, Minority, Women Business Enterprise (M/WBE) goals and participation on City contracts. Administers diversity engagement and goal commitment negotiations and pre-proposal presentations. Works under supervision of the Assistant Director of the Business Enterprise Hub with moderate latitude for the use of initiative and independent judgement.
Essential Functions
1 Responsible for the small, minority and women-owned business program contracting participation goals methodology and performance standards.
2 Reviews procurement requests to determine whether the procurement can be performed by small businesses. Initiates action to have all or part of a procurement set-aside exclusively for small business performance.
3 Provides small and disadvantaged business firms with information regarding means for doing business with the City.
4 Advises potential suppliers on procedures concerning formal advertising and negotiated acquisitions, subscribing to Bonfire, submitting proposals, and information regarding bids, bidder's mailing lists, and commodity lists.
5 Locates and furnishes information on capable small and disadvantaged business firms for consideration as potential sources for current and future acquisitions. Advises firms on federal, state and local procurement and business requirements.
6 Reviews and evaluates prime contractor's small and disadvantaged business subcontracting plans. Recommends utilization and participation items for negotiation.
7 Reviews prime contractor programs for possible breakout of items suitable for small and disadvantaged business concerns.
8 Reviews subcontracting plans for adequacy, verifies supporting records, and takes a random sample of subcontract solicitations to ascertain the contractor's performance on the program.
9 Presents and coordinates M/WBE requirements for pre-proposal meetings.
10 Participates in interagency programs and in industry conferences to promote and assist small and disadvantaged business concerns. Conducts instruction and training for personnel whose functions affect small, minority, and women-owned business concerns.
11 Evaluates and scores all M/WBE criteria and vendor proposals for approval.
12 Performs any and all other work as assigned
Knowledge, Skills and Abilities
1 General knowledge of contracting procedures, methods, contracts and incentives, price/cost analysis, and technical evaluation techniques to identify contractual opportunities for small and disadvantaged businesses and to review procurement requirements and instruments to satisfy small business program objectives.
2 Specialized knowledge of socioeconomic policies and programs sufficient to counsel small and disadvantaged business firms of opportunities and procedures for obtaining Federal contracts, to conduct compliance reviews of prime contractor's operations, and to perform pre-award reviews of subcontracting plans.
3 Knowledge of goods, services, and systems being acquired, and related business practices, operations, and structures, sufficient to recommend possible breakout of work for small business concerns and to locate new sources for future contracts.
4 Knowledge of public speaking and publicity techniques sufficient to plan or conduct conference or training sessions designed to promote participation in small and disadvantaged business
Experience
4 Years of experience in following areas:
Contract Compliance
Small and/or Disadvantaged Business Program Goals
Effective communication, presentation and public speaking
Licenses and Certifications
None.
Education
Bachelor's Degree in business, finance, or related field.
Salary Range
$62,381.02 - $76,594.30
