Health & Safety Manager
Purpose
Manages a wide range of health and safety tasks to achieve compliance with Birla Carbon's HSE standards, best management practices, and federal, state, and/or local regulatory requirements.
Develops, implements, and maintains health and safety programs, systems, and procedures necessary to provide safe and healthy working conditions for employees and contractors. Develop strategies and initiatives to ensure a safe and healthy workplace and achieve a zero-incident culture.
Job Context and Major Challenges
Develop strong working relationships with the site leadership team, key site personnel, contractors, employees and employee representatives to implement and support health and safety programs and compliance initiatives.
Develop and maintain site health and safety standards and programs to comply with corporate requirements and applicable health and safety regulations.
Establish and reinforce accountability for compliance and program implementation through audit process and key performance indicators.
Ensure that employees have the knowledge and skills to safely perform their jobs by managing a comprehensive training and competency assessment process.
Coordinate with corporate leadership to share safety, and health knowledge, best practices and resources.
Conduct regular risk assessments and develop strategies to mitigate identified risks. Ensure that all potential hazards are identified, assessed, and controlled.
Lead investigations into health and safety incidents, ensuring thorough root cause analysis and implementation of corrective actions. Maintain accurate records and reports of incidents and near misses.
Promote a culture of continuous improvement in health and safety practices. Identify opportunities for improvement and implement changes to enhance safety performance.
Stay updated with changes in health and safety regulations and ensure the site remains compliant. Liaise with regulatory bodies as necessary.
Implement programs to promote employee health and wellness, such as ergonomic assessments, mental health support, and wellness initiatives.
Principle Accountabilities
Conduct and assist with assessments, audits, or inspections in conjunction with management and associates to ensure compliance with applicable standards, best management practices, procedures and regulatory requirements; develop action plans and track findings to ensure deficiencies are corrected.
Develop and implement training programs related to compliance with regulatory requirements and internal standards, including follow-up training and competency assessments; identify and qualify Subject Matter Experts to deliver specific training topics and perform competency assessments. Maintain accurate documentation of training and competency verification.
Develop and maintain inspection, maintenance and testing programs for key HSE equipment and compliance requirements.
Coordinate the investigation of near misses and reportable incidents with department managers in accordance with Company requirements; maintain information on incidents, investigations, and corrective actions in the Global HSE information system.
Verify key work practices involving employees and contractors including lockout, work permitting, confined space, hot work, etc., in the plant.
Coordinate exposure monitoring for key physical and chemical risks (noise, carbon black, organic vapors, welding fumes, etc.). Implement strategies to reduce or eliminate individual exposures to hazardous chemical and physical agents.
Manage and report key performance indicators related to health and safety performance to reinforce accountability. Maintain information in the Global HSE information system (Enablon) on key performance metrics, incidents and progress on audits, self-assessments, and action plans.
Qualifications
Bachelor's degree in safety engineering, safety management, related science or technical fields, or equivalent work or military experience.
5 years minimum HSE experience in a manufacturing environment.
Proven track record of developing and implementing health and safety programs.
Leadership and management skills to lead safety initiatives and manage a team.
