Traffic Engineer Trainee: $76,903.32 - $91,258.70/year (CG18, R08)
Traffic Engineer 1: $83,478.98 - $100,326.72/year ( CG18, R10)
Progression to a Traffic Engineer 2 is not automatic, but rather is dependent upon the employee taking on additional duties and responsibilities. Progression to a level 3 and 4 is normally achieved through competition and based on the needs of the department. - Prepare and assist in the development of geometric design for street and transportation improvements.
- Coordinate, negotiate and draft designs, contracts and specifications for the construction of public improvements by private contractors, subdivisions or projects. Set up and attend meetings between developers and City Engineering staff to establish construction phases and schedules for the proposed developments. Estimate costs, fees and securities required. Maintain and update Traffic Engineering components of the Citys subdivision contracts.
- Assist in the administration and duties and responsibilities of the Citys traffic calming programs related to neighborhood traffic management programs and arterial and pedestrian enhancement programs. Assist in project initiation and annual priority list activities. Assist in neighborhood meetings and project development and ballot activities. Assist in plan and specification preparation and constructed related activities. Assist in performing and coordinating construction, installation, inspection, and evaluation functions.
- Assist in the review of transportation planning, zoning, and land use and major development studies.
- Assist in the review of preliminary plans for proposed commercial and residential developments, rezonings and subdivisions. Review plats, conditional use permits and outside plans and specifications for compliance. Attend meetings with other City staff to discuss comments and proposed conditions. Answer inquiries from developers. Assist in record systems for projects reviewed by Traffic Engineering Division. Provide business assistance and one-stop shop services with Planning, City Engineering, Zoning, Fire, Attorney's Office and other officials and customers and businesses. Assist in the review and approval of parking lot site plans, certified survey maps and plats.
- Prepare and assist in preparing traffic control and construction staging plans. Determine and assist in determining proper traffic control for street and right-of way use during maintenance and construction activity. Coordinate and draft plans and specifications. Estimate cost, fees and provide a response in a timely manner.
- Perform research and prepare public information.
- Coordinate planning and project components and schedules with other Traffic Engineering Sections and other agencies.
Traffic Operations and Safety (Signing, marking and permits)
- Review and assist in the review of street occupancy permits, excavation permits and other special permits, and respond in a timely manner. Conduct field investigations and sight visits to review conditions and compliance.
- Perform and assist in performing various smaller traffic engineering and traffic control studies related to signs, markings, stop signs, parking signs, City truck route system, speed limit, neighborhood traffic and vision clearance problems. Review questions, complaints and problems from all sources and investigate problems, conduct or oversee the conduct of detailed field and record studies to determine the actual nature and severity of problems. Review and recommend potential options or solutions.
- Perform and assist in the performance of traffic safety studies and improvement projects. Collect, coordinate and organize safety related data for streets, intersections, pedestrians, bicycles and other transportation elements. Prepare maps and data reports. Review and recommend potential countermeasures and options/solutions.
- Prepare and assist in preparing studies and changes of signing and marking elements of streets, intersections, parking corridors, and major projects. Design signing and marking. Develop a plan and prepare final drawings or have them prepared by support staff. Review work to determine if additional signing or marking is needed. Conduct and coordinate the installation, inspection and monitoring of project signing and marking plans and specifications and schedule. Meet with Traffic Engineering Field Services offices to develop work schedule and installation. Provide field and plan layout and staking.
- Prepare, coordinate and participate in the preparation of designs, plans and specifications for a wide variety of Public Works and Private projects with consultants and other departments and agencies. Attend meetings and assist in representing the Traffic Engineering Division.
- Prepare and assist in preparing traffic control and construction staging plans. Determine and assist in determining proper traffic control for street and right-of-way use during maintenance and construction activity. Coordinate and draft plans and specifications. Estimate cost, fees and provide response in a timely manner.
Traffic Signal and Lighting
- Assist in studies and changes in traffic signal operations and traffic signal system effectiveness, particularly in areas of pedestrian timing and clearance intervals.
- Assist in studies and changes of traffic signal system effectiveness, particularly in areas of signal progression.
- Assist in the development of computerized modeling systems and perform traffic capacity analyses and other computer-assisted traffic planning studies.
- Prepare and assist in preparing in the development of special assessment districts and impact fee areas including the preparation of schedules, reports and resolutions for the Board of Public Works and Common Council and present to these groups when required.
- Design and assist in designing lighting systems for roadways, bikeways, walkways and athletic fields. Assist in the administration of the Underground Residential/Commercial Districts (URD/UCD) streetlight program. Review preliminary and final plats and design street lighting. Develop assessment schedules; prepare reports and resolutions for and present projects to the Board of Public Works and Common Council. Coordinate the installation of streetlights by local public utility and perform field inspections. Authorize payment and negotiate resolution to problems.
- Work with other agencies and departments concerning the electrical components.
- Prepare plans and specifications for Traffic Engineering public works projects related to traffic signal systems and lighting.
- Oversee and/or assist in oversight of professional and technical staff in the inspection of Traffic Engineering construction projects.
Perform related work as required.
One (1) year of professional traffic engineering experience in the design and construction of public works and/or private development projects; AND
Bachelor's degree or higher in civil engineering, transportation engineering, or a closely related field.

- Four (4) years of experience applying the following:
- Civil engineering and practices related to the design, construction, operation, and inspection of transportation systems, traffic control facilities, and other public works and/or private development projects.
- Computer software applicable to the duties of the position, including Microsoft products, databases and computer aided design (CAD) processes and techniques.
To be hired as a Traffic Engineer 1, three (3) years of professional traffic engineering experience in the design and construction of public works and/or private development projects AND a Bachelor's degree or higher in civil engineering, transportation engineering, or a closely related field, is required.
