The September 11th Victim Compensation Fund (VCF) was created to provide compensation for any individual or personal representative of a deceased individual who suffered physical harm or was killed as a result of the terrorist-related aircraft crashes of September 11, 2001 or the debris removal efforts that took place in the immediate aftermath of those crashes. The original VCF operated from 2001-2004. In 2011, the James Zadroga 9/11 Health and Compensation Act of 2010 was signed into law and reactivated the September 11th Victim Compensation Fund in October 2011. The payment of VCF claims is the most critical aspect of the claims process for several reasons, and the most difficult due to the short statutory timeframe in which payments must be processed and the requirements for 100% accuracy. VCF payments are administered following an established process that involves the DOJ Office of Planning, Budget and Evaluation (OPBE) and the U.S. Treasury. Payment processing involves the use of several different systems and tools and requires tracking inputs and outputs from multiple sources.

Working closely with respective post-determination team leads and supervisors and, under the supervision of the Payment Project Manager, the Payment Project Supervisor will coordinate numerous aspects of the payment process from the time an award letter is issued to a claimant to the time the payment is confirmed to have been made and the payment confirmation letter sent.

Duties and Responsibilities

  • Assist in the daily oversight and management of payment processing.
  • Oversee the maintenance of the hard and soft copy payment document collections.
  • Maintain accuracy of multiple tracking spreadsheets used to track payment processing such as expedite, full and final tracking, and various batch sheets.
  • Assign tasks for Accounting Technicians & Document Management Analysts.
  • Track progress of special projects assigned to team members and provide timeline updates.
  • Assist in recruitment efforts for new payment team members including the review resumes and participating in the interviewing process.
  • Assist in payment document review training for new VCF staff and serve as Point of Contract (POC) for related questions.
  • Maintain Payment Standard Operating Procedures and up-to-date versions.
  • Maintain payment document follow up spreadsheet including tracking of issues to resolution.
  • Serve as liaison for payment document issues with Intake such as PII Breach, Uploaded ACHs, etc.
  • May be tasked with additional responsibilities, such as serving as a Law Firm ACH POC.
  • Assume various supervisory tasks as assigned by the Payment Project Manager.

Education

  • Undergraduate Degree required; substantial significant experience may in some cases be substituted for degree requirement.

Experience

  • At least 2 years of progressively responsible experience on projects; previous team lead/supervisory experience for VCF PAAQC staff is a plus.
  • At least 3 years of relevant experience for VCF non-PAAQC staff.
  • Paralegal and/or accounting experience helpful.

Knowledge/Skills/Abilities

  • Above average or advanced MS Excel user; proficient with MS Access and other Microsoft Office suite products.
  • Excellent oral and writing skills.
  • Demonstrated ability to oversee and coordinate numerous complex and time-critical claim support activities simultaneously, including technical/data processing support activities.
  • Hands-on familiarity with the Government's office and network environment, including but not limited to, word processing, spreadsheet, imaging and hardware systems and other internet and server-based databases and applications.
  • Able to work independently to complete tasks and effectively prioritize work.
  • Demonstrate the ability to be a team leader.

Reporting Relationship

Reports to the Payment Project Manager.

Qualifications:

  • Must be able to obtain and maintain MRPT facility credentials/authorization. Note: US Citizenship is required for MRPT facility credentials/authorization at this work location.
