Operations Division Manager

Performs administrative, supervisory, and technical work in directing the Public Works Department, Operations Division including maintenance and repair of city streets, alleys, related public ways and other facilities, weed and pest operations, parks maintenance, fleet operations and the collection and disposal of solid waste. This position is salaried and is considered exempt under FLSA.ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Manages the department responsible for work projects and assignments, including such things as cleaning, patching, resurfacing and repairing streets, alleys, sidewalks, storm sewers, curbs, gutters; snow removal operations; the control of noxious insects, rodents and weeds; yard waste collection and grinding; parks maintenance; recycling collection; and all aspects of the collection and disposal of refuse.

Assigns work priorities to subordinates; assigns and/or approves procedures and work methods.

Supervises all aspects of the city's snow removal and sanding operations.

Supervises in the allocation of material and manpower resources to various projects as directed; sets priorities to deal with emergencies and unanticipated needs; supervises and coordinates equipment maintenance and repair functions with other departments.

Maintains responsibility for supervision of personnel, evaluates employee work performance, trains department supervisors in proper performance evaluation procedures and counsels employees as required.

Maintains inventory of materials and equipment, determines need for additional supplies, makes purchases of supplies and equipment, maintains records and prepares reports.

Prepares Streets & Alleys, Sanitation, Recycling, Parks, Fleet and Weed & Pest budgets and assists in making equipment replacement decisions with other departments. Authorizes expenditures up to $1,500 in accordance with accepted city purchasing policies.

Inspects work sites for unusual problems or conformance to instructions and procedures.

Deals with the public and responds to requests and/or complaints on matters regarding city streets, snow removal, refuse collection, recycling, weed & pest, parks, and other matters as may be directed.

Responds to emergency calls.

SUPERVISORY RESPONSIBILITIES: Exercises management through subordinates over skilled, semi-skilled, and unskilled personnel.

SUPERVISION RECEIVED: Works under general guidance and direction of the Public Works Director.QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE: High school diploma or general education degree (GED), a minimum of five years in a supervisory position and ten years of experience in street maintenance and repair operations which has provided a familiarity with equipment operation; or equivalent combination of education and experience.

LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.OTHER REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of equipment, construction, maintenance methods and materials. Knowledge of the operation of heavy construction equipment and safety practices. Ability to plan and coordinate work program on a city-wide basis. Ability to read and interpret engineering plans and specifications.

CERTIFICATES, LICENSES, REGISTRATIONS: Must possess a valid Wyoming Commercial Driver's License of the required status; ability to be insured under the City's municipal automobile insurance coverage; must be at least 18 years of age.
