DESCRIPTION OF DUTIES AND RESPONSIBILITIES
This position will join the Stormwater Maintenance division as a member of a swale maintenance crew. Employee is this position is identified as the primary operator of a Gradall while in performance of tasks that support the installation, maintenance, and repair of the city stormwater system. Employee will also be expected to provide help and support to other stormwater maintenance crews to include manual labor and the operation of various heavy trucks and heavy equipment.
Under general supervision, performs semi-skilled to skilled vehicle and equipment operation in the installation, maintenance and repair tasks associated with City infrastructure development and public properties management. Employee may function in a lead capacity and area of assignment may include, but is not limited to Stormwater swale, ditch, pipe, and canal maintenance. Employee is distinguished from that of the MW-EOII position by knowledge and proficiency gained through training and experience. Position requires the ability to operate specialized heavy equipment at an advanced level.

- Performs a variety of infrastructure maintenance tasks, e.g., grounds maintenance, construction projects, pipe installation, and streets maintenance.
- Performs labor intensive, complex construction, maintenance, and repair work. Works independently or as part of a work crew in installation, maintenance, and repair activities in the management and care of City infrastructure and properties.
- May perform maintenance and repairs on structures, facilities, equipment and other City property in one or more of the skilled and semi-skilled disciplines, e.g., plumbing, masonry, carpentry, flooring, water distribution systems, asphalt, concrete, drainage systems, and irrigation systems.
- Depending on area of assignment, operates equipment that includes, but is not limited to back-hoes, loaders, mowers, chippers, dozers, forklifts, excavators, graders, rollers, boats, trenchers, and heavy equipment / trucks.
- Operates a variety of construction equipment and tools; operates various standard hand-held manual, electrical, and gas powered tools and equipment; operates a variety of specialized trade specific tools and equipment.
- Position performs a variety of labor intensive work which may include exposure to difficult working conditions, e.g.,extreme heat or cold, fumes, chemicals.
- Cleans, maintains and adjusts tools, equipment and machinery, e.g., maintains fluids, performs general servicing and minor repairs.
- Operates specialized heavy equipment that requires advanced training and ability.
- Responds to emergency situations in order to confine, resolve or prevent injurious or otherwise hazardous conditions, i.e., street flooding, water main breaks, falling debris.
- May be required to work late hours, weekends, and emergency response.
- Must be able to respond to emergency and after-hour calls on nights, weekend, and holidays.
- May be required to act in a leadership role to include supervising the work of staff in the field.
- Responsible for ensuring all work and activities are performed safely and in accordance with City policies.
- Completes all required paperwork to include work orders and monthly reports.
- Must function in severe weather conditions and have the ability to respond to hazardous/risky situations and perform mitigation efforts in emergencies.
- Performs related duties as directed.
MINIMUM TRAINING, EXPERIENCE, LICENSES, OR CERTIFICATIONS
High School Diploma or GED required, and four (4) years progressively responsible experience with heavy equipment operation including but not limited to backhoe, front-end loader, excavator, skid steer etc. Must have verifiable work experience with infrastructure projects and the ability to perform labor intensive work within difficult environmental conditions to include frequent lifting, pulling and pushing of 50 lbs.; or an equivalent combination of education, training, and experience.
Must possess a valid Florida Class A Commercial Driver's License.
Must possess a FDOT Temporary Traffic Control certification. (or must obtain within 3 months of hire)
Must possess a FSA Stormwater Operator Level II certification. (or must obtain within 3 months of hire)
KNOWLEDGE, SKILLS, AND ABILITIES
- Ability to understand and follow written and oral instructions and carry out assignments with minimal instructions.
- Ability to adhere to prescribed routines and practices.
- Considerable knowledge of and ability to utilize materials, methods, and equipment used incomplex infrastructure installation and maintenance activities.
- Ability to establish and maintain effective working relationships with supervisors.
- Ability to work independently to carry out assignments to completion.
- Ability to perform duties with a professional and cooperative work ethic.
- Ability to climb, reach, bend, stoop, kneel, sit, and stand for extended periods of time; ability to lift up to 50 pounds.
- Ability to supervise staff and contractors when necessary.
- Must have computer skills and the ability to use electronic work order systems.
- Ability to work in temperatures exceeding 100 degrees for extended periods of time.
- Ability to withstand exposure to dust, mold, fiberglass, and various chemicals.
- Ability to work flexible hour's necessary for the efficient operationof the department.
- Ability to interpret a variety of instructions in written, oral, diagram, or schedule form.
PHYSICAL REQUIREMENTS
- While performing the essential functions of this job, the incumbent is regularly required to lift, move or carry objects over 100 pounds; ascend or descend ladders, stairs, scaffolding, ramps, poles; utilize feet and legs or hands and arms; maintain body equilibrium to prevent falling when walking, standing, crouching, or navigating narrow, slippery, or erratically moving surfaces; bend body downward and forward by bending spine and legs; move about on hands and knees or hands and feet; use hands to finger, handle or feel objects; and to reach with hands and arms.
- While performing the essential functions of this position the employee is frequently exposed to fumes, odors, or airborne particles, toxic or caustic substances, excessive noise, traffic and dampness/humidity. While performing the essential functions of this job, the incumbent is regularly exposed to possible bodily injury from electrical shock; falling from exposed places; and moving mechanical parts of equipment, tools, andmachinery.
