OVERVIEW & PURPOSE:

Must be physically able to operate a variety of equipment and machinery. Must be able to exert up to 20 pounds of force occasionally, and/or 10 pounds of force frequently, and/or a negligible amount of force frequently to move objects.

This position is assigned to recycling operations. Employees in recycling operate heavy equipment to move, process and load recyclable materials. Employee may operate rubber-tired loader to mix and push waste into appropriate roll-off boxes. May operate roll off truck or box truck to haul solid waste materials to landfill. Employee may operate front end loader and other equipment to maintain neat piles of yard waste and turn and mix piles for compost preparation; takes temperature readings for proper compost preparation. Keeps records of compost operations including temperatures. Employees also assist in various semi-skilled and unskilled tasks when not engaged in equipment operation. Workers are subject to indoor and outdoor environmental conditions including extreme heat, cold and noise. Work in solid waste management also involves exposure to physical conditions such as moving mechanical parts; atmospheric conditions such as odors and dust; and skin exposure to oils. Work may be subject to OSHAs blood borne pathogen standards. Work is performed under regular supervision and evaluated in progress and upon completion for adherence to standards, safety, and operational requirements. Reports to the Safety, Environmental and Recycling Operations Supervisor.

ESSENTIAL FUNCTIONS:

A position may not include all the work examples given, nor does the list include all that may be assigned.

May operate any of the following: heavy trucks, rubber-tired loader, forklift and skid steer loader excavators and dozers for purpose of transporting and processing recyclable materials.

Operates heavy roll off container or transfer trucks to transport solid waste to the landfill.

Operates front end loader to load materials into trucks; operates backhoe or other equipment to compact materials in containers and bins.

Operates front end loader and other equipment to maintain neat piles of yard waste and turn and mix piles for compost preparation; takes temperature readings and maintains records for proper compost preparation.

Operates loader to spread gravel on roads and parking areas.

Instructs truck drivers where to dump materials; observes waste being dumped at the facility for proper materials; separates out materials not allowed; explains proper access and use of the facility to the public.

Must be able to discern differences in various types of yard waste and brush.

Communicates rules in regards to proper disposal area and applicability of charges to customers in tactful, positive fashion.

Inspects assigned equipment for proper operation and safety; performs preventive maintenance.

Maintains simple records of work activities.

Conducts and records random waste screenings.

Mows grass as needed; participates in landscape and facility maintenance at solid waste facilities; participates in snow removal.

ADDITIONAL FUNCTIONS:

May substitute for other employees at collection or transfer sites.

Performs related tasks as required.

KNOWLEDGE, SKILLS, & ABILITIES:

Considerable knowledge of the operation and maintenance of heavy equipment.

Considerable knowledge of the occupational hazards and preventive safety measures of working in solid waste and recycling industry and operating heavy equipment.

Ability to establish and maintain effective working relationships with the public and other employees.

Ability to follow oral and written instructions.

EDUCATION/EXPERIENCE REQUIREMENTS:

Graduation from High School and considerable experience with heavy equipment operation; or any equivalent combination of education, experience, and training.

ADDITIONAL REQUIREMENTS:

Possession of appropriate valid North Carolina Driver's License; may require Commercial Drivers License with Class A endorsement.

Ability to complete Waste Screening and/or SWANA Landfill Operations training.

PREFERRED QUALIFICATIONS: NONE.
