The Engineering Division is part of the Engineering & Public Works Department. This position is a flex position which creates a career path to promote within the series upon demonstration of the ability to meet current performance standards and minimum qualifications for the next level. The level at which the selected applicant is appointed will be based on the applicants qualifications and other job-related requirements.

WHO WE ARE LOOKING FOR
A team oriented, energetic, self-motivated individual with an engineering or construction background and a desire to learn. We are looking for the right candidate, with experience ranging from entry level to licensed. The applicant should have strong organizational and communication skills as well as an understanding of the complexities of planning, design and managing construction work. The position requires individuals comfortable with learning and working independently. The ideal applicant should have a background in building, designing and/or administering construction projects (preferably civil work and underground utilities), outdoor recreation facility construction, and / or engineering principles and practices. The ideal applicant has knowledge from working within the construction industry, i.e., contractors and professional consultants; designing and building projects, solving disputes, and understanding how to represent the Owners interests throughout the design and construction process to deliver a quality project on time and within budget. THE BENEFITS OF JOINING OUR TEAM
The Engineering Division is a tight knit team of a Chief Engineer and five project managers. We work closely and collaboratively with the Architectural Division that is comprised of a Chief Architect and four project managers. We act as the Owners representative for design and construction projects for CBJs client departments. The applicant will work closely with client departments and specific individuals directly impacted by the improvement projects. In addition, the applicant will work closely with primarily local design and construction professionals to execute capital improvement projects accurately, efficiently and expediently. The engineering and architecture team manages over $40 million of Capital Projects annually. The applicant will oversee a diverse range of projects from small improvements valued under $100,000 to construction or replacement of new and existing infrastructure valued in excess of $2,000,000. While the work is executed independently, the applicant will find a strong support network from all the team members as we are committed to successful projects and willing to share our expertise to support the applicants efforts to ensure success.

WORKING HOURS AND LOCATION
This position works (Monday through Friday) 8:00am 4:30pm. Your office would be located in downtown Juneau in the Marine View Apartment Building on the 3rd
Floor. DESCRIPTION OF WHAT YOU WILL BE DOING
Under the direction and mentorship of the Chief Engineer, this candidate will perform all aspects of project management from cradle to grave, ideally, independently while under the mentorship and close support of the Chief Engineer.
The responsibilities are split (although closely related) for this position - Project Management and Pits and Quarries Management and include:

Project Management:
This position is responsible for the planning, design, construction and contract management for engineering projects of varying complexity and project value. Typical projects include municipal roads and utility infrastructure, Parks and Recreation infrastructure and trails, Water and Wastewater Utility infrastructure, drainage improvements and riverbank stabilization and flood mitigation. The position is assigned basic to advanced level engineering project management (depending on experience) to resolve design and construction issues on capital improvement projects. Incumbents apply the following technical skills: project scoping, scheduling, budgeting, preparing cost estimates, performing construction inspection, performing design review, value engineering, preparing written reports, preparing oral presentations, and coordinating design and construction work. Entry level incumbent will work under the direct supervision and oversight of the Chief Engineer or senior team member. Journey Level incumbent is expected to make complex evaluations, recommendations, and decisions with limited direction from a supervisor. The incumbent also frequently works with members of the public, external organizations and public committees, and only requires supervisor support in more complex situations.

Typical responsibilities include the following (progressive, based on experience and position):

Serves as a CBJ representative for management of multiple projects.
Assists in the preparation of and/or prepares drawings, specifications, cost estimates, reports, contracts, requests for proposals (RFPs); utilizes professional seal where appropriate.
Assists with and/or conducts negotiations related to professional service contracts.
Administers all aspects of professional service contracts and collaborates with the Client Department to ensure that project goals are met and that the Client Departments interests are served.
Manages and conducts project activities to ensure CBJ and the Client Departments interests are protected.
Works with regulatory agencies as necessary to ensure the correct studies, analyses are performed and correct permits obtained to meet the goals and maintain the budget and timeline of the project.
Continuously monitors and inspects construction work quality, workmanship, and material selection to ensure compliance with contract documents; identifies deficiencies; recommends corrective actions; coordinates the resolution of issues between parties.
Issues Stop Work orders, Notices of Defective Work and imposes other contractual mechanisms to contractors not complying with the contract documents.
Administers all aspects of construction contracts and collaborates with the Client Department to ensure that project goals are met and that the Client Departments interests are served.
Develops project budgets; provides fiscal control of projects; reviews and approves expenses charged to projects; administers professional design and construction contracts for timely completion; establishes and maintains the financial project records; and assists in financial audits.
Designs, conducts and manages specialized studies; identifies alternatives and makes recommendations.
Prepares and maintains up to date project status and budget reports.
Act as public contact for the Engineering or Client Department for the purpose of answering CIP or other project related questions

May also report project related information to the Assembly, Boards, Commissions, Client Department groups and the public.

Engineer Assistant II [Range 17] - $34.87/hour to $42.88/hour (DOQ)

Education:
Bachelor of Science or Bachelor of Arts degree from an accredited college in Engineering, Land Surveying, or Construction Management or a similar course of study.

Substitutions:
Progressively responsible experience in the practice of engineering, or journey level construction in one or more of the following fields: engineering design, drafting, surveying, inspection, construction management, materials testing, plan review, plan interpretation, or construction documents preparation may be substituted on a year for year basis.

Examination:
Successful completion of either the Fundamentals of Engineering (FE) or Fundamentals of Surveying (FS)Examination may be substituted for the education.

Requirements:
A valid Drivers License at time of appointment and for continued employment.

Persons not registered in the State of Alaska must be registered in a state recognized by the State Board of Registration for Architects, Engineers and Land Surveyors eligible for comity in accordance with AS 08.48.191(b). Persons employed under this provision must become registered in Alaska within one year of hire and sign an agreement to this effect as a condition of employment.

Engineer Associate [Range 19 ] - $37.21/hour to $45.78/hour (DOQ)

Education:
Bachelors Degree from an accredited college in Engineering, Land Surveying, Construction Management, or similar course of study.

Experience:
Two (2) years of experience equivalent to an Engineering or Architectural Assistant II with the City of Juneau.

Substitution:
Progressively responsible construction management, engineering or land surveying experience may be substituted for the education on a year for year basis.

Requirements:
A valid Drivers License at time of appointment and for continued employment.

Persons not registered in the State of Alaska must be registered in a state recognized by the State Board of Registration for Architects, Engineers and Land Surveyors eligible for comity in accordance with AS 08.48.191(b). Persons employed under this provision must become registered in Alaska within one year of hire and sign an agreement to this effect as a condition of employment.

Engineer I [Range 21] - $45.28/hour to $55.68/hour (DOQ)

Experience:
Two (2) years practicing as a registered engineer managing projects in a designated field of practice or area of specialty as defined by the position description.

Licensure:
Alaska state law requires incumbents to be licensed as a Professional Engineer (PE).
Persons not registered in the State of Alaska must be registered in a state recognized by the State Board of Registration for Architects, Engineers and Land Surveyors eligible for comity in accordance with AS 08.48.191(b). Persons employed under this provision must become registered in Alaska within one year of hire and sign an agreement to this effect as a condition of employment.

Engineer or Land Surveyor:
Alaska state law requires incumbents to be licensed as a Professional Engineer (PE) or Land Surveyor (LS).

Requirements:
A valid Drivers License at time of appointment and for continued employment.
